Job summary

XP Group is seeking a Procurement Manager in Caracas to lead the local procurement and materials function, delivering compliant, value-driven sourcing for Operations, Wells, Drilling, Maintenance and Projects. You will manage RFQs/RFPs, supplier prequalification, contract administration and inventory control, reporting to the Country Manager with a dotted-line to the CPO.

Fluent Spanish and English are required, with about 10 years’ procurement experience in oil & gas, strong governance, ethics

Qualifications

• Bachelor's degree in Business, Commercial or relevant discipline.
• About 10 years’ experience in procurement / contracting / commercial experience, preferably within oil & gas operations.
• Good understanding of different commercial models and tendering processes.
• Ability to develop sourcing strategies with technical teams for assurance.

Responsibilities

• Lead local Procurement team and provide practical commercial support to Operations, Wells/WO-WI, Drilling, Maintenance, Projects, HSE, Finance, HR, IT and other user departments as required.
• Develop and execute fit-for-purpose sourcing and contracting strategies for services, materials and equipment, balancing requirements, competition, schedule, risk and total commercial value.
• Ensure procurement activities comply with XP Guidelines, procedures and Delegation of Authority; maintain auditable files.
• Manage RFQs/RFPs/ITTs, bidder communications, commercial evaluations, negotiations and award recommendations.
• Support contracts administration for MSAs, ISAs, POs; ensure models fit scope and control.
• Oversee supplier prequalification, performance reviews and audit readiness.
• Lead negotiations for strategic agreements; identify procurement risks with Legal, Finance, HSE and Compliance.
• Maintain ethics, confidentiality and professional conduct in all supplier dealings.
• Oversee warehouse and inventory management activities.
