Parsons in Abu Dhabi seeks a PMO Construction Specialist – Wastewater to lead governance and oversight of wastewater projects. You will coordinate stakeholders, monitor schedules and costs, manage risks, and ensure HSE and QA/QC alignment across the program.

The role requires a civil engineering or construction management degree and 10+ years of construction delivery experience in wastewater infrastructure within a PMO or multi‑stakeholder setting. UAE experience is a plus.

• Minimum 10 years in construction management with wastewater exposure.
• Experience in PMO or governance environments with multi-stakeholder programs.
• Proficiency with planning/reporting tools (Primavera P6 / MS Project) and PMO reporting systems.
• Certifications such as PMP or HSE training (NEBOSH/IOSH/OSHA) advantageous.

Job Description:

PMO Construction Specialist – Wastewater

Abu Dhabi, UAE

Parsons is looking for an amazingly talented PMO Construction Specialist – Wastewater to join our PMO team in Abu Dhabi In this role you will support PMO governance and construction delivery oversight for wastewater projects, coordinating stakeholders and driving schedule, cost, risk, quality and HSE compliance across the program.

What You’ll Be Doing:

• Support execution planning for wastewater works (e.g., pumping stations, trunk mains, trunk sewers, collection networks, deep sewer tunnels, and treatment‑related assets), including constructability and design‑to‑construction handover coordination.

• Implement PMO governance: templates, reporting, risk/issue logs, change control, document control, and stage‑gate compliance.

• Provide construction management support by reviewing contractor programmes/method statements and tracking progress versus baseline, highlighting variances and recommending corrective actions.

• Support planning of shutdowns, tie‑ins, commissioning, and handover activities in coordination with operations and maintenance teams.

• Support cost, schedule, and risk management including budgets/forecasts, critical path monitoring, monthly reporting, and construction risk registers.

• Support QA/QC compliance (ITPs, inspections, NCR follow‑up) and ensure alignment with applicable standards and approvals.

• Promote HSE compliance by reviewing contractor HSE plans/risk assessments and supporting incident reporting and corrective actions, with focus on community safety and environmental protection.

• Coordinate with internal teams, consultants, contractors, and authorities; prepare dashboards, reports, and presentations for senior stakeholders.

• Capture lessons learned and recommend continuous improvement to PMO processes and tools.

What Required Skills You’ll Bring:

• Bachelor’s degree in Civil Engineering, Construction Management or related discipline.

• Minimum 10 years experience in construction management / project delivery with strong wastewater infrastructure exposure.

• Experience working within a PMO or structured governance environment and in multi‑stakeholder/multi‑contract programs.

• Strong knowledge of wastewater systems (networks, pumping stations) and familiarity with contract administration concepts (FIDIC or similar advantageous).

• Proficiency with planning/reporting tools (e.g., Primavera P6 / MS Project and PMO reporting systems).

• Strong reporting, coordination and stakeholder management and excellent communication skills.

What Desired Skills You’ll Bring:

• UAE wastewater/municipal infrastructure experience and familiarity with local approvals/regulatory requirements.

• Certifications such as PMP, construction management credentials, or HSE training (NEBOSH/IOSH/OSHA).
