Job summary

The International Rescue Committee seeks a Youth Outreach Specialist to lead community-based outreach, recruitment, and eligibility intake for OSY ages 16–24 in Alameda and Contra Costa counties.

You will build referral networks with schools, foster care, juvenile justice, and community partners; determine eligibility and maintain accurate participant data in state systems. The role requires strong communication, multilingual skills, and local travel.

Qualifications

• Bachelor's degree or equivalent in social work, education, human services, or related field.
• 1–2 years of outreach, recruitment, case management, or youth-serving work.
• Direct experience with WIOA or similar programs preferred.
• Knowledge of OSY eligibility criteria or ability to learn program regulations quickly.
• Strong ability to build trust with youth and families and external partners.
• Excellent attention to detail for eligibility documentation and data entry.
• Strong verbal and written communication; comfortable with public speaking.

Responsibilities

• Conduct sustained, community-based outreach to identify eligible OSY in Alameda and Contra Costa counties.
• Build and maintain referral relationships with school districts, alternative ed providers, foster care, juvenile justice, homeless services, and community orgs.
• Determine OSY eligibility, collect docs, and complete eligible files per policy.
• Enter and maintain participant data in state case management systems and IRC databases.
• Develop outreach materials in accessible, culturally and linguistically appropriate formats.
• Conduct phone and in-person meetings to explain services and enrollment process.
• Track activity and enrollment numbers against targets; report progress to supervisor.
• Represent the IRC at events, fairs, and partner meetings.
• Ensure compliance with state and workforce board regs, child labor laws, and policies.
• Participate in program team and funder trainings; other duties as assigned.
