JOB SUMMARY
Description
The Workforce Program Coordinator is responsible for managing and coordinating a portfolio of workforce development grants and related initiatives, rather than a single program. This role focuses on ensuring day-to-day program operations are implemented effectively, on time, and in compliance with funder requirements, while supporting progress toward performance, fiscal, and contractual outcomes across multiple funding streams.
Reporting to the Career Advancement Director, the Program Coordinator works in a cross-functional capacity, coordinating closely with internal teams, contractors, and partners to support aligned grant delivery. The position is designed to be adaptable and responsive to shifting funding priorities and may support multiple workforce initiatives concurrently as grants are awarded, expanded, or concluded.
Requirements
Implementation & Coordination of Workforce Training Programs
- Manage day-to-day coordination of an assigned portfolio of workforce development grants, ensuring activities are implemented in alignment with approved scopes, timelines, and performance requirements.
- Develop, maintain, and monitor project work plans across multiple grants to support timely and compliant program delivery.
- Support the Career Advancement Director with grant-level oversight by tracking progress, identifying risks, and escalating issues as needed.
- Coordinate internal and external efforts related to outreach, enrollment, and participant flow to support grant performance targets.
- Work closely with Business Services, Programs, Communications, Finance, and Data teams to ensure aligned implementation and integrated service delivery across the portfolio.
- Coordinate with Business Services staff to support employer engagement and participant placement activities tied to grant objectives (including internships, OJTs, apprenticeships, and related work-based learning models).
- Adjust workload, priorities, and focus areas as grant portfolios shift, expand, or conclude, ensuring continuity of operations and compliance across funding streams.
Contract Management & Budget Support
- Support contract oversight for assigned grants, including coordination with Finance on budget tracking, allowable costs, and payment timelines.
- Monitor grant budgets regularly to ensure expenditures remain aligned with approved budgets and funder expectations.
- Draft and revise scopes of work and support contract development, execution, and amendment processes.
- Review contractor invoices to ensure programmatic accuracy, eligibility, documentation completeness, and alignment with contract terms.
- Monitor contractor performance and deliverables and flag compliance or performance concerns for timely resolution.
- Proactively elevate issues related to fiscal risk, contractor performance, or compliance to the Career Advancement Director.
Performance & Data Monitoring
- Track portfolio-level performance metrics and progress toward grant outcomes using approved data systems and internal tracking tools.
- Produce accurate monthly and ad hoc performance reports for internal management and external funders.
- Verify participant eligibility and ensure required documentation is complete, accurate, and audit ready.
- Conduct quality assurance activities, including file reviews, data validation, and coordination of corrective action plans.
- Coordinate with Data and Compliance staff to support monitoring preparation, desk reviews, site visits, and audits across assigned grants.
- Follow up on monitoring findings to ensure timely resolution and documented corrective actions.
Technical Assistance & Support to Providers
- Serve as the primary operational point of contact for contractors and partner staff within the assigned grant portfolio.
- Provide guidance, training, and clarification to providers regarding grant requirements, reporting expectations, and service delivery standards.
- Convene and facilitate portfolio-level provider meetings to support alignment, compliance, and continuous improvement.
- Develop and distribute tools, resources, and training materials to promote consistent and compliant program implementation.
- Support issue resolution related to participant complaints, service delivery challenges, and customer service concerns in coordination with internal leadership.
Other Duties
- Provide backup support to the Career Advancement Director as needed, including operational follow-up and coordination.
- Maintain current knowledge of applicable federal, state, and local workforce regulations governing assigned grants.
- Build and maintain effective working relationships with providers, employers, and community partners to support recruitment and service delivery goals.
- Organize or support internal and external meetings, hiring events, monitoring visits, and partner convenings tied to assigned grants.
- Support case management or participant-facing operations during peak demand periods or as needed to ensure continuity of services.
