  • Knowledge of NCCER policies, procedures, systems and requirements is desirable.

Position Summary

The Workforce Development Specialist provides advanced program coordination and technical support for Workforce Development activities at an assigned location. The role leads complex apprenticeship, craft, supervisory, assessment, certification, and employee-development initiatives while supporting the Workforce Development Manager with workforce planning, compliance, reporting, and continuous improvement.

The Specialist serves as a senior resource to Workforce Development Coordinators and Clerks and collaborates with project leadership, instructors, employees, the People team, and community partners to support effective program delivery and project workforce needs.

Key Responsibilities
  • Lead assigned Workforce Development initiatives and support program execution.
  • Support workforce planning, training strategy, program implementation, and project priorities.
  • Provide guidance and technical support to Workforce Development Coordinators and Clerks.
  • Coordinate Registered Apprenticeship activities, including on-the-job learning (OJL), related technical instruction (RTI), apprentice progression, and program documentation.
  • Support compliance with NCCER, Registered Apprenticeship, Worley, customer, and Workforce Development requirements.
  • Coordinate NCCER training, assessments, certifications, instructor qualifications, and evaluator activities.
  • Support instructor development, train-the-trainer activities, evaluations, and performance feedback.
  • Analyze workforce, training, apprenticeship, assessment, and certification data to identify trends, gaps, and improvement opportunities.
  • Monitor training effectiveness and workforce outcomes using participant feedback, performance data, and project metrics.
  • Review program records and documentation to support data integrity, compliance, reporting, and audit readiness.
  • Mentor craft professionals and support training, certification, apprenticeship, and career-progression opportunities.
  • Support workforce-pipeline development and partnerships with schools, colleges, workforce boards, industry organizations, veteran-serving agencies, nonprofits, and other community stakeholders.
  • Collaborate with project leadership, People, Compliance, The People Team, instructors, and other stakeholders to address workforce and training needs.
  • Represent Workforce Development in meetings, presentations, outreach events, and other assigned activities.
  • Provide program leadership and continuity in the absence of the Workforce Development Manager, as assigned.
Qualifications
  • Relevant experience in workforce development, training, apprenticeship, construction workforce programs, or a related field required.
  • Experience coordinating NCCER, Registered Apprenticeship, training, assessment, certification, or employee-development programs preferred.
  • Experience supporting construction, maintenance, or industrial workforce-development programs preferred.
  • Demonstrated ability to coordinate complex programs, analyze workforce data, and work independently across multiple stakeholders.
  • Knowledge of NCCER and Registered Apprenticeship policies, procedures, systems, and requirements is highly desirable.

  • Ability to analyze workforce and training data, prepare reports, and maintain accurate program documentation.
