Job summary

Easterseals Redwood in Kentucky is seeking a Workforce Development Specialist to coordinate case management, youth services, and community partnerships to improve education and employment outcomes.

The role emphasizes assessment, planning, outreach, and documentation, with a focus on confidentiality, attendance, and collaboration with schools, service providers, and families. The position requires flexibility and a commitment to mission-driven service.

Qualifications

  • Bachelor’s degree in human services or related field is preferred.
  • Must be able to document identity and employment eligibility within three (3) days of original appointment.

WORKFORCE DEVELOPMENT SPECIALIST - FULL-TIME

Core Responsibilities
  • Provides case management services to youth enrolled in CCMEP WIOA Youth services, collaborating with schools and community providers to ensure academic and work‑readiness training.
  • Conducts ongoing, objective assessments of academic levels, work skill levels, and service needs for each youth.
  • Develops an Individual Opportunity Plan for each participant according to policies established by Job and Family Services and the DOL.
  • Outreaches and recruits youth for WIOA services.
  • Identifies and arranges for new or continuing services that meet individual youth needs, including when youth complete services, disengage, or face new barriers.
  • Conducts follow‑up for twelve (12) months after each youth’s exit.
  • Advocates for youth in securing needed services and navigating complex service delivery systems.
  • Conducts training seminars and support groups for youth participants.
  • Documents service interventions, services received, and follow‑up to ensure alignment with WIOA guidelines.
  • Maintains accurate records, including case notes, monthly reports, intake forms, activity logs, mileage/expense reports, and other required documentation.
  • Works well with community providers and develops partnerships that embrace youth needs.
  • Provides appropriate referrals to existing community resources, ensuring follow‑up.
  • Demonstrates creativity in meeting youth needs and thinking outside the box.
  • Attends meetings as required by supervisor, vice‑president, or agency.
  • Maintains confidentiality of consumer files and sensitive subject matter.
  • Works assigned schedule, exhibits regular and predictable attendance, and is flexible with schedule to meet workload demands. Performs other related duties as required.

Education & Qualifications
  • An appropriate combination of education, training, coursework, and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. Bachelor’s degree in human services or related field preferred.
  • Must be able to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.
