Description

The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunityacross the Commonwealth. The Cabinet provides education and training programs, employment and reemploymentservices, unemployment insurance, and disability determination services to help Kentuckians gain skills, findwork, and maintain economic stability. It partners with education providers, workforce boards, and employersto align training with labor market needs and oversees labor programs that promote fair and safe workplaces.

The Career Development Office provides workforce services to Kentuckians who are unemployed, under-employed,or searching for a new career path. We also provide a variety of services, such as assistance withunemployment insurance, business downsizing, labor market information, job postings, and recruiting andtraining.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely asthe result of a federal grant. The duration of employment shall not exceed the life of the federal grant thatfunds the position. An employee appointed to an FFTL position is required to meet the minimum requirements forthe classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit)employee in a permanent position.

Responsibilities include but are not limited to the following:

  • Serves as the lead worker for Employment Services functions.
  • Coordinates and reviews the work of employees; provides technical assistance when needed.
  • Receives weekly reports, distributes to staff members, ensures all customers are registered for jobsearch assistance and entered in tracking systems.
  • Provides analysis of productivity reports and makes recommendations for improvement.
  • Assists with work registration, job search, and employment and training referrals.
  • Responds to public inquiries regarding programs and complaints concerning services.
  • Coordinates and performs employer outreach; promotes and educates employers regarding career centerservices.
  • Works with career center partners in collaboration with business services, job fair planning, and casemanagement efforts.
  • Assesses training needs of staff and provides training as necessary.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Two years experience in reviewing, monitoring, determining eligibility for, and/or administering employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field.

Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Work experience in workforce programs such as WIOA, employment services, and/or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title typically perform duties in an office setting. Travel is required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
