Job summary

The Kentucky Education and Labor Cabinet is seeking a Workforce Development Specialist II (FFTL) in Morehead, KY. The role assists job seekers, develops employability plans, and collaborates with employers to promote employment services and refer opportunities.

Qualifications

  • Education: Bachelor's degree from a college or university.
  • Experience/skills: One year of experience in reviewing, monitoring, determining eligibility for, and/or administering employment service or unemployment insurance programs, or related fields.
  • Substitution rules: A master's degree will substitute for one year of the required experience; year-for-year substitutions apply.

Responsibilities

  • Assists job seekers in need of services, makes referrals, monitors their progress, and performs case management and follow-up services.
  • Develops employability plans based on vocational aptitudes, interests, and work experience.
  • Works with employers to promote the benefits of employment services and to solicit potential job opportunities for employment service participants.
  • Provides assistance to employers with developing job orders and making job referrals.
  • Keeps a daily log of services.
  • Promotes employment services through interactions with other public, private, and state agencies through job fairs and special ads.
  • Works in resource room assisting customers with unemployment insurance claims; addresses questions and concerns via in-person and phone.
  • Conducts workshops for job seekers to help develop job search techniques, resume writing, and interview skills.

The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunityacross the Commonwealth. The Cabinet provides education and training programs, employment and reemploymentservices, unemployment insurance, and disability determination services to help Kentuckians gain skills, findwork, and maintain economic stability. It partners with education providers, workforce boards, and employersto align training with labor market needs and oversees labor programs that promote fair and safe workplaces.

The Career Development Office provides workforce services to Kentuckians who are unemployed, under-employed,or searching for a new career path. We also provide a variety of services, such as assistance withunemployment insurance, business downsizing, labor market information, job postings, and recruiting andtraining.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely asthe result of a federal grant. The duration of employment shall not exceed the life of the federal grant thatfunds the position. An employee appointed to an FFTL position is required to meet the minimum requirements forthe classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit)employee in a permanent position.

Minimum Requirements
  • EDUCATION: Graduate of a college or university with a bachelor's degree.
  • EXPERIENCE, TRAINING, OR SKILLS: One year of experience in reviewing, monitoring, determining eligibility for, and/or administering employment service or unemployment insurance programs, or experience in education, public administration, business, human services, military, human resources or a related field.
  • Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.
  • Substitute EXPERIENCE for EDUCATION: Work experience in workforce programs such as WIOA, employment services, and, or, unemployment insurance programs or experience in education, public administration, business, human services, military, human resources or a related field will substitute for the required education on a year-for-year basis.
