Job summary

The BERKS COUNTY INTERMEDIATE UNIT through The Pennsylvania Key seeks a Workforce Credentials Supervisor to lead credentialing and certification systems for ECE and School-Age programs across the Commonwealth. Qualifications

  • Master's degree or higher in ECE; 5 years in developing and implementing ECE professional learning.
  • Bachelor's degree considered with at least 10 years in ECE or higher education related to professional growth and development.
  • Experience in supervising staff and conducting performance evaluations is preferred.

Responsibilities

  • Provide ongoing support to the Director Credential (DC) and School-Age Program Credential (SAPC) programs.
  • Serve as a contact for ECE and School-Age credentialing programs and connect them to PA ECE Career Pathway resources.
  • Navigate OCDEL quality indicators of early childhood education preparation.
  • Collaborate to develop and maintain the credentialing approval processes for PA ECE Career Pathway recognition.
  • Coordinate communication between credentialing programs, PA Key, and stakeholders.
  • Build sustainable data systems with the Career Pathways team.
  • Assist statewide expansion of the PA ECE Career Pathway.
  • Oversee tuition assistance contracts related to ECE credentials.
  • Manage PA Key website resources for credentialing initiatives.
  • Align national competencies with IHEs ECE degree programs.

The Pennsylvania Key is seeking a highly skilled and motivated Workforce Credentials Supervisor to join our team. This individual will play a critical role in supporting and enhancing our organization's mission by providing strategic leadership to advance a comprehensive early childhood workforce development system in alignment with the Pennsylvania Key (the PA Key) and the Office of Child Development and Early Learning (OCDEL).

This position serves as the primary contact for programs offering Early Childhood Education (ECE) and School-Age credentials and certifications. The role advances the work of the PA Key and OCDEL by developing, implementing, and maintaining systems that support credentialing and certification across the Commonwealth. Central to this position is ensuring that the ECE workforce has consistent and accessible opportunities for professional growth through credential attainment, certification, and advancement along the Pennsylvania Early Childhood Education Career Pathway. POSITION TITLE: Workforce Credentials Supervisor – The Pennsylvania Key
QUALIFICATIONS
  • A. Master's degree in early childhood education (ECE) or related field preferred, with five (5) years of experience in developing and implementing ECE professional learning; Bachelor's degree considered with at least ten (10) years of experience in early childhood education or higher education as it relates to professional growth and development.
  • B. Three (3) to five (5) years of experience in a supervisor role, to include conducting performance evaluations, staff development, and a reflective leadership practice.
  • C. Skilled in project planning and implementation.
  • D. Ability to work collaboratively with partners both externally and internally.
  • E. Experience in communicating in formal professional settings.
  • F. Ability to conduct professional development in the early childhood sector.
  • G. Experience with systems of higher education, workforce credentialing, learning management systems, and workforce databases.
  • H. Possesses qualities that reflect strong attention to detail, the ability to manage multiple projects, and effectively prioritize competing tasks.
  • I. Demonstrated excellent communication skills. Bilingualism preferred.
  • J. Ability to work independently and achieve expressed outcomes with minimal support.
  • K. Experienced in coordinating, collecting, and managing data in order to make data-driven decisions.
  • L. Demonstrated ability to provide excellent customer service.
  • M. Ability to work in home office with travel to Harrisburg and across the state, as needed.
  • N. The holder of this position could be required as part of his or her duties to engage in activities that can be charged to a Medical Assistance (MA) or other state or federal healthcare program. Clearance as a provider by both the Commonwealth of Pennsylvania and the federal government is therefore an essential qualification for this position.

Assistant Director of Workforce Initiatives

POSITION GOAL

Serve as the direct contact for programs that offer ECE and School-Age focused credentials and certifications; execute the work of the Pennsylvania Key and the Office of Child Development and Early Learning (OCDEL) with a focus on developing, implementing, and maintaining systems that support credentialing and certification in ECE across the Commonwealth. This role is crucial in ensuring that the workforce is provided consistent and accessible opportunities to pursue professional growth as it relates to credentialing, certification, and progressive movement along the PA ECE Career Pathway.

PERFORMANCE RESPONSIBILITIES

The essential functions of this position include, but are not limited to, the following fundamental duties:

  • A. Provide ongoing support to the Director Credential (DC) and School-Age Program Credential (SAPC) programs.
  • B. Serve as a contact for ECE and School-Age certification and credentialing internal and external programs looking to learn more about career pathway alignment and connecting them to necessary supports.
  • C. Execute demonstrated knowledge of and ability to navigate and provide guidance around OCDEL quality indicators of early childhood education preparation.
  • D. Collaborate with Assistant Director of Workforce Initiatives to develop, implement, and maintain approval process for credentialing and certification programs seeking PA ECE Career Pathway recognition. This may include bilingual programs.
  • E. Coordinate efforts and communication between credentialing and certification programs, the Pennsylvania Key, and stakeholders who utilize the early childhood PA ECE Career Pathway.
  • F. Collaborate with the Career Pathways team to build sustainable data systems.
  • G. Assist in efforts to support statewide expansion of the PA ECE Career Pathway.
  • H. Monitor fiscal contracts related to tuition assistance programs that fund ECE and School-Age credentials and certifications.
  • I. Oversee the resources available on the Pennsylvania Key website for credentialing and certification initiatives.
  • J. Coordinate efforts to align national competencies and IHE's ECE degree programs, including credentialing and certification programs.
  • K. Collect, manage, and review data related to the work of programs that offer credentials and certifications; this may include review of programs offering bilingual credentialing and certification opportunities.
  • L. Attend meetings at the state and regional levels to support the statewide implementation of credentials and certifications recognized PA ECE Career Pathway.
  • M. Assist OCDEL/Pennsylvania Key staff in the oversight of PDO deliverables and assist in reporting on successes and challenges.
  • N. Develop and deliver high-level presentations to public and community agencies about alignment between credentials, certifications, PA ECE Career Pathway, and financial assistance available.
  • O. Supervise staff who oversee state-approved credentials and provide guidance based on national, evidence-based frameworks to support successful implementation of credentialing and certification programs.
  • N. Other duties as assigned.
TERM OF EMPLOYMENT

Exempt, Full Time, Twelve months/year. Salary to be established by the Intermediate Unit Board of Directors per the Compensation Plan for The Pennsylvania Key, Classification Program Supervisor.

Salary

Beginning at $71,532.79
