Job summary

WRTP | BIG STEP is seeking an Expansion Director to lead outreach and workforce development across Wisconsin, guiding staff, partnerships, and program delivery statewide.

You will collaborate with employers, labor, education, and government partners to expand apprenticeship pathways and ensure contractual outcomes, while maintaining program excellence and compliance. This hybrid role requires travel and strong leadership.

Qualifications

• Bachelor's or Master’s degree preferred; advanced education, certifications, or equivalent workforce development experience will be considered.
• Experience with Registered Apprenticeship programs, apprenticeship sponsors, JATCs, labor-management training partnerships, or workforce development systems that support apprenticeship pathways.
• Demonstrated experience coordinating complex workforce development, educational, training, or community service delivery systems.
• Proven ability to build and maintain industry, labor, employer, and community partnerships.
• Strong project management experience utilizing planning, leadership, organizational, and implementation skills.
• Experience leading and collaborating within diverse, multidisciplinary teams.
• Experience supervising staff and delivering services to diverse populations.
• Demonstrated cultural competence and ability to work with diverse backgrounds.
• Proven ability to establish priorities, solve problems, and identify opportunities for continuous improvement.
• Must be able to pass a background check.
• Knowledge of workforce development systems (WIOA, DOL, DWD) preferred.

Responsibilities

• Provide effective leadership to outreach and programming teams and understand WRTP | BIG STEP's mission, partnerships, and service model.
• Ensure outreach and workforce development activities align with mission, values, policies, and contractual requirements.
• Develop and maintain policies, procedures, and standards for Outreach and Program Managers statewide.
• Support and strengthen Registered Apprenticeship partnerships with sponsors, employers, labor organizations, and training centers.
• Develop, implement, and manage statewide workforce programming, including apprenticeship readiness and certifications.
• Collaborate with Regional Directors and Data to monitor program performance and reporting requirements.
• Analyze workforce and community needs to identify gaps and expansion opportunities.
• Oversee implementation and evaluation of classes, training, recruitment, and outreach events.
• Coordinate staff participation in pre-bid meetings and project-related activities.
• Collaborate with employers, contractors, and industry representatives to identify workforce needs and training solutions.
• Coordinate recruitment and service coordination with partner agencies and educational institutions.
• Recruit, train, supervise, coach, and evaluate outreach and program staff.
• Represent WRTP | BIG STEP with employers, educational institutions, and government agencies.
• Develop relationships with stakeholders for growth and engagement.
• Facilitate presentations and speaking engagements on behalf of WRTP | BIG STEP.
• Perform other duties as assigned.
