Job description

This employee will coordinate and oversee a variety of projects involving environmental review for the agency, focusing on impacts to waters of the United States and protected species. The role requires providing leadership, advice, and guidance on matters related to alterations of natural systems, primarily in inland or freshwater areas of the state.

Job Duties Include:

  1. Coordinating and preparing detailed reviews of permits, environmental assessments, impact statements, and mitigation plans related to waters of the United States and other natural resources, ensuring timely submission to regulatory agencies and meeting deadlines.
  2. Representing the agency in the Interagency Review Team, facilitating the development of stream and wetland mitigation banks or in-lieu fee programs.
  3. Reviewing mitigation documents such as Prospectuses, Mitigation Banking Instruments, Post-Construction/Monitoring Reports, and other guidance to streamline development processes.
  4. Participating actively in Interagency Review Team site visits by providing comments and feedback.
  5. Engaging in ongoing education through workshops, webinars, courses, and conferences to assess wetland hydrology and stream geomorphology.
  6. Staying informed about federal, state, and local environmental programs, regulations, policies, and procedures, and maintaining technical competency related to the agency's review processes, including participation in relevant meetings.
  7. Conducting investigations and research to support scientific decision-making for projects under review.

Minimum qualifications include:

  • A master's degree in biology, chemistry, or wildlife management with at least two years of experience in fish, wildlife, or marine management or research, OR
  • A bachelor's degree in a related field with at least four years of relevant experience.

Desired knowledge and skills:

  • Understanding of ecological principles, fish/wildlife biology, habitat requirements, and ecological responses to landscape alterations.
  • Knowledge of human resource recreation needs and regulatory frameworks including the Clean Water Act, NEPA, the Mitigation Rule, and state-specific laws.
  • Familiarity with hydrology, wetlands, fluvial processes, field sampling techniques, data analysis, and environmental study design.
  • Proficiency in Microsoft Office, LIDAR, ArcGIS, and effective communication skills.
  • Efficiency and organization in managing tasks and information.
