Job summary

Rapid Cycle Solutions, LLC is seeking a Web Developer with a strong SharePoint background to design, develop, and maintain web-based learning solutions. The role emphasizes Joomla migrations (3 to 5), PowerShell scripting for data ingestions, and creating WBTs, while integrating AI tools into workflows.

The ideal candidate will code in PHP, JavaScript, C++, and related languages, work on-site in Chantilly, VA, and meet TS/SCI with Full Scope Polygraph clearance requirements.

Qualifications

Responsibilities

• Develop new courses and learning solutions across delivery modalities, revise existing courses, set design standards, provide guidance, and coach instructors
• Collaborate with SMEs to handle curriculum design, development, and training delivery tasks such as needs assessment, research, course and lesson creation, design, development, delivery, feedback collection, and evaluation
• Work with management, instructional design teams, and SMEs to determine technical requirements for learning solutions; research, design, develop, document, and implement media products and artifacts for training
• Create training materials such as WBTs, online courses, portals, websites, graphics, and video projects
• Maintain WBTs, courses, portals, websites, graphics, and video projects for print and online use
• Provide support for WBTs, courses, portals, websites, graphics, and video projects
• Support in-class learning technologies such as audience response systems
• Support general photography needs
• Document processes and resources for continuity of operations
• Maintain code and processes
• Use knowledge management repositories
• Use project tracking systems and processes

RCS is seeking a Web Developer with a strong SharePoint background, including content management, PowerShell scripting, and data ingestions. The ideal candidate will bring demonstrated ability in website coding and development across languages such as PHP, JavaScript, C++, and other related programming languages. Experience with Joomla — specifically the conversion from Joomla 3 to Joomla 5 — is a key requirement, as is the ability to create, manage, and maintain Web-Based Training (WBT) solutions. Additionally, we are looking for a candidate with knowledge and hands‑on experience using AI tools — both internal and external to the agency — including the ability to integrate those tools into existing workflows and clearly communicate their use to others.

This position requires the candidate to meet specific Security Clearance obligations to work onsite in Chantilly, VA.

What you will do:

• Responsible for developing new courses and learning solutions in a variety of delivery modalities: making major revisions to existing courses; establishing standards for the design, development, and evaluation of courses; providing guidance material; and coaching new instructors in course delivery and instructional techniques.
• Work in a team-oriented environment and consult with Subject Matter Experts (SMEs) to handle a variety of activities related to curriculum design, development, and training delivery to include but not limited to: needs assessment, instructional-related research and analysis, course and lesson creation, design, development, delivery, assessing and soliciting feedback and programmatic evaluation.
• Work closely with management, instructional design teams, and SME instructors to determine technical requirements for learning solutions. research, design, develop, document, and implement media products and artifacts in support of training courses.
• Create training materials such as WBTs, online training courses, online training portals, websites, graphics and visuals for print and online consumption, and video projects.
