Job summary

San Elijo Joint Powers Authority seeks an Associate Engineer to perform professional field and office engineering for recycled water and wastewater systems. You will manage capital projects, prepare designs, draft RFPs/RFBs, and ensure regulatory permit compliance with agencies such as EPA and RWQCB.

The role requires a civil engineering degree and 4+ years in water/wastewater, plus project management experience. California licensure (PE) is preferred, and strong communication is essential.

Qualifications

• Bachelor’s degree in civil engineering or related field.
• 4+ years in water/wastewater or civil/public works.
• Experience in project management and contract administration.
• Familiarity with regulatory permits and reporting.
• Proficiency with AutoCAD and standard software.
• Strong communication and documentation skills.

Responsibilities

• Design, analyze, and prepare engineering drawings, specs, and cost estimates for capital projects.
• Manage capital and maintenance projects from inception to closeout, including budgets and schedules.
• Draft procurement packages (RFPs/RFBs) and assist with contractor negotiations.
• Oversee construction administration, site inspections, and testing.
• Ensure regulatory permit compliance and prepare technical reports for agencies.
