Job summary

Anne Arundel County – Public Works Department seeks a Program Manager to direct one or more infrastructure programs, overseeing design, construction, operations, and maintenance. The role requires leadership of staff, development of budgets, and ensuring compliance with applicable laws and regulations.

Qualifications

• Thorough knowledge of laws, rules, and regulations that apply to provisions and limitations of the program to which assigned.
• Thorough knowledge of program development, implementation, management, and evaluation.
• Knowledge of procurement, contract management, and personnel administration.
• Knowledge of Federal and/or State grant funding requirements and regulations.
• Experience leading staff and evaluating work.
• Strong written and oral communication; persuasive to stakeholders.
• Ability to conduct analytical studies and recommend improvements.

Responsibilities

• Direct and oversee infrastructure programs, including design, construction, operations, and maintenance.
• Develop procurement processes, RFPs, review and evaluation of bids, contract management and contractor oversight.
• Plan, write, and manage grant applications and grant-funded projects.
• Coordinate with contractors, funding sources, and other agencies to plan and implement utility projects.
• Supervise personnel functions, conduct evaluations, and resolve staff issues.
• Monitor operating budgets and assist in budget development with the Utility Administrator.
• Attend meetings and coordinate with external partners to advance program goals.
