Job summary

The City of Kirkland's Public Works Department seeks a Utilities Capital Project Engineering Supervisor to lead long-range planning for water and wastewater projects, and supervise staff across planning, design, and construction.

This role collaborates with multiple divisions, develops studies and rate models, and presents findings to City Council and stakeholders, ensuring projects meet regulatory requirements and strategic goals.

Qualifications

• Bachelor of Science in Civil Engineering or closely related field.
• 7 years of experience in utility engineering and/or planning, including 4 years of direct project management.
• Washington State Professional Engineer License required, or ability to obtain through comity within 6 months.
• Must have a valid Washington State Driver’s license and ability to remain insurable under the City’s insurance to operate motor vehicles.
• Supervisory experience preferred.

Responsibilities

• Lead and supervise engineering staff in planning, design, and construction of water and wastewater capital projects.
• Develop complex water and wastewater planning and technical studies, including the Water System Plan and General Sewer Plan.
• Coordinate project assignments and workloads among staff to meet performance measures.
• Present oral and written information to audiences including City Council, public stakeholders, and other departments.
• Collaborate on capital needs, rate studies, and regulatory requirements with multiple divisions.
