This full-time role focuses on strategic pursuits and program delivery across major US cities, overseeing programs from planning through construction. Qualifications

• At least 15 years in project or program management or a related field.
• Experience delivering water and wastewater capital programs.
• Bachelor’s degree in engineering, construction management or related field; PE license preferred.
• Program management certification preferred or to be obtained within 6 months.
• Experience with program delivery methods such as PDB, CMAR, DBB.
• Strong communication and client relationship skills.

Responsibilities

• Manage small or medium programs with estimated total capital investment between $100M and $500M.
• Align program goals with strategic and operational objectives.
• Lead the program team and develop strategy/roadmap for achieving objectives.
• Support team development and exceptional client service.
• Lead decision-making processes, governance, and alignment with policies.
• Recommend best solutions to meet client needs and objectives.
• Implement financial controls, schedule, risk, quality, and performance tracking.
• Provide change management leadership and monitor program deviations.
• Monitor performance to identify efficiency improvements and opportunities.
• Engage with client senior leaders and government officials; adapt to evolving needs.
