Job summary

The City of Dover is seeking a Community Services Director to oversee the operation and maintenance of the Water Treatment Plants, booster pump stations, storage tanks, and laboratory for drinking water testing.

This full-time role provides day-to-day leadership of treatment systems, regulatory compliance, emergency response, and staff supervision to ensure safe, reliable drinking water and a modern water program for the City.

Qualifications

  • Bachelor’s degree in chemistry or environmental science; or extensive hands-on experience.

Responsibilities

  • Ensure 24/7 uninterrupted provision of safe municipal drinking water.
  • Maintain and operate WTPs, booster stations, storage, and laboratory.
  • Direct and assign work to operators and staff; provide training and evaluations.
  • Develop and maintain plans to ensure compliance with federal/state/local regulations.
  • Lead emergency response for water system events and coordinate with regulators.
  • Maintain chemical programs and safety practices.
  • Review reports, permits, and regulatory submissions; coordinate inspections.
  • Maintain water production records and annual water balance preparation.
  • Conduct preventive maintenance and inspections of treatment equipment.
  • Assist with special projects and cross-training for redundancy.
  • Maintain professional interactions with regulators and the public.
  • Serve as technical advisor for water system operations and regulatory matters.
  • Other duties as required.
