General Purpose of Position

Manages and oversees the maintenance of water department operations, completion of complex projects, and work on capital projects.

Major Duties And Responsibilities

Develops and manages the departmental budget.

  • Proposes line-item budget based on prior year
  • Tracks expenditures on a monthly basis
  • Receives and tracks monthly expenses to stay within budget
  • Prepares and distributes the appropriate information needed to prepare annual budget
  • Oversees and maintains annual budget
Supervises departmental personnel
  • Supervises all employees, establishing all scheduling practices and assigning appropriate tasks
  • Oversees needed discipline and tracks all applicable documentation
  • Assures professional development for each employee
Performs Administrative Duties Related To Departmental Functions
  • Maintains adequate inventories of supplies and equipment
  • Purchases supplies following City policies and procedures
  • Advises Public Works Superintendent regarding progress of projects and assigned jobs
  • Assists and works with the Public Works Superintendent on departmental projects
  • Develops bid specifications for equipment and/or projects
  • Participates in the City's comprehensive planning process
  • Complete all reports and paperwork as required
Maintains well houses
  • Cleans equipment and facility
  • Maintains proper pressure and chemical balance in system
  • Make sure water towers are at proper levels
  • Troubleshoots gauge or pumps malfunctions
  • Refills chemicals, air tubes, etc. when necessary
Installs and maintains potable water system
  • Checks and maintains well houses, pumps and other system components
  • Removes and replaces components when needed
  • Determines if components can be repaired or must be replaced
  • Checks system components to assure proper operation
Participates in public relations and education
  • Communicates regularly with various stakeholders, including City staff, other government entities, contractors and developers
  • Attends board meetings and other meetings as required
  • Provides technical assistance to city officials and the general public regarding water and wastewater issues as requested
Oversees the City's safety programs for all but Police Department
  • Prepares agenda for monthly safety meetings
  • Types and distributes minutes
  • Schedules employee trainings, as required
  • Maintains separate safety files
  • Completes annual safety evaluation according to insurance provider
Education and Experience

The person in this position must have a high school diploma or its equivalent; some college or vocational training in civil engineering or a related field is preferred. At least five years of progressively responsible water or wastewater construction or maintenance experience is strongly recommended, with at least three years of supervisory experience. An equivalent combination of education and experience will be considered.

Licenses and Certifications

The person in this position must have a valid Class B commercial driver's license with airbrakes certification and must be able to obtain a class C Missouri Water Operator's license, a class C Wastewater Operator's license, and a DS3 license.
