Job summary

Liberty Personnel Services, Inc. is seeking a Senior Water Resources Project Manager in Virginia Beach to own complex stormwater and watershed projects from concept to construction.

You will lead teams, mentor engineers, coordinate with municipalities, VDOT, FEMA, and regulators, and serve as PM of Record. This lead-from-the-front role offers growth, flexible work environment, and opportunities to shape regional hydrology work.

Qualifications

• 10+ years of water resources/civil engineering experience.
• Deep experience with stormwater management, floodplain analysis, and drainage design.
• Strong project management instincts.
• Comfortable leading clients, teams, and meetings.
• Experience with Virginia localities, regulations, and permitting is a big plus.

Responsibilities

• Drive stormwater, drainage, floodplain, and watershed projects from concept through construction.

We’re a growing civil engineering firm with a strong footprint across Virginia, and we’re looking for a Senior Water Resources Project Manager who can own complex projects, lead teams, and be a trusted technical voice for clients and agencies alike.

This is not a back-office role. This is a lead-from-the-front position.

What You’ll Be Doing

• Drive stormwater, drainage, floodplain, and watershed projects from concept through construction
