  • Performs cleaning, groundskeeping, measurements, sampling, and basic lab tasks as needed.
  • Assists with safety training, compliance, and annual reporting requirements.
  • Coordinates with Utilities Compliance Manager and Water Quality staff on projects.

Job description

Under limited supervision, performs a variety of skilled, technical, and administrative duties under the supervision of the Utilities Compliance Manager for the compliance of the Water, Wastewater Collection, and Stormwater Divisions. Performs a variety of skilled maintenance work, sampling, inspections, and hydrant flushing. Occasionally operates a variety of trucks and equipment in the operation, repair, maintenance, and replacement of City Utilities and systems.

Essential Job Functions
  • Performs building cleaning, maintenance, and groundskeeping for the treatment plant, and booster pump site.
  • Reports weekly inspections of two storage tank sites to the Utilities Compliance Manager.
  • Maintains daily records on work tasks and materials used for special projects and any unusual occurrences; reports unusual occurrences to supervisor.
  • Assists with compiling and submitting Water Use Reports to the Utility Compliance Manager.
  • Assists with recording and reporting monthly water purchases to the Utility Compliance Manager.
  • Administers the backflow prevention program and maintains records; reports to the Utilities
  • Compliance Manager. Assists with inspections of new commercial establishments and residential irrigation installations to ensure they are protected with adequate backflow prevention.
  • Assists with hydrant and valve testing program, maintaining records and reporting to the Utilities Compliance Manager
  • Assists with the completion of the Consumer Confidence Report on an annual basis.
  • Performs water line flushing and maintains water quality and use records and reports to the Utilities Compliance Manager and Anderson Regional Joint Water System.
  • Assists with the lead and copper sampling program, UCMR contaminants and other sampling as needed.
  • Assists the Utilities Department in various projects which may include:
    1. Drives utility line truck, Jet vacuum truck, dump truck, or truck equipped with a hydraulic lifting device.
    2. Transport load to disposal area.
    3. Performs manual labor for water and sewer line repairs, manhole maintenance, fire hydrant maintenance, water and sewer taps, and installation of water and sewer pipe with appurtenances.
  • Receives written work orders or verbal instructions from the Utilities Compliance Manager or Water Quality Technician II.
  • Reads water meters and records reading in logbook / handheld computer as required.
  • Performs vehicle and equipment maintenance as needed.
  • Responsible for equipment and vehicle inspection sheets. Records monthly mileage and maintains vehicle maintenance records and reports to the Utilities Compliance Manager when maintenance is due.
  • Assists with the organization of SDS sheets in the Utilities Right to Know area per OSHA regulations.
  • Assists with annual chain testing schedule per OSHA requirements.
  • Maintains organization of the inventory/equipment barn and performs monthly walk-through safety inspections and reports to Utilities Compliance Manager or Water Quality Technician II.
  • May address customer inquiries and/or complaints.
  • May address water quality problems/complaints at customers' homes and businesses.
  • Performs daily inspections and records information for the booster pump and SCADA equipment and weekly inspections of the storage tank sites. Assists with security at the Treatment Plant, booster pump, and storage tank sites and reports to the Utilities Compliance Manager.
  • May provide on-call duty coverage during non-working hours as required.
  • Responsible for daily completion of assignments, in accordance with written or oral instructions
  • Performs tasks as directed by the Utilities Compliance Manager.
  • Performs other tasks as required by the Utilities Director, Water Foreman, or Wastewater Foreman.
  • Reports unsafe conditions or defects in equipment.
  • Reports all accidents and incidents (including near misses) as soon as they occur.
  • Works according to good safety practices as posted, instructed, and/or discussed.
  • Follows safety rules and regulations and uses personal protective equipment.
  • Refrains from any unsafe behavior or act that might endanger self or fellow worker(s).
  • Participates in safety training, makes suggestions as necessary; serves on committees or inspection teams when appropriate. Wears seatbelt while driving to and from job sites.
  • Operates a variety of equipment and machinery including calculator, computer, phone, tapping machine, air compressor, diesel-electric generator, gas generator, trailers, pumps, bush hog, boring unit, air- packs, blowers, trucks, jet-vac truck, computer-aided leak detection device and analyzer, computer-aided sewer flow monitor, flow monitoring equipment for fire hydrants, locators, etc.
  • Uses a variety of tools and supplies including blueprints, guidebooks, measuring instruments, public records, power saws, wrench sets, "bubble" levels, fixtures, graphic instructions, manuals, patterns, rules, schematics,templates, power wrenches, torque wrench, portable power tools, rotary hammer, jackhammer, demolition saw, chain saw, work orders, cables, chains, pallets, ropes, slings, safety tripod, trench box, ditch jacks, shovels, rakes, probing rods, oxygen, gas analyzer, tamps, gas analyzer, grade leveling device, service line replacement system, etc.
Additional Job Functions
  • Assists with scheduling of monthly safety meetings and maintaining employee attendance records at safety meetings. Communicate with the City’s Safety Contractor about any special needs for additional training.
  • Is required to fill in other positions in the department.
  • Performs related duties as required.
Education and Experience Requirements

High school diploma or equivalent; one (1) year of experience relating to the monitoring, repair, and maintenance of water, wastewater collection, or treatment systems; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.

Licenses or Certifications

Must be competent with Microsoft Word, Access, Excel, and ERSI GIS system. Must have a valid South Carolina Class "B" commercial driver's permit within six months of hire. Must have South Carolina Class "B" license with tanker and airbrake endorsement, or ability to obtain one within one year of hire. Must possess a "D" Water Distribution License and one year of experience relating to the monitoring, repair, and maintenance of water, wastewater collection, or treatment systems. The employee is required to abide by all City of Clemson, State, and Federal Safety Laws.
