Job summary

The Philadelphia Water Department is seeking an experienced executive to serve as Deputy Commissioner of Operations. This role oversees a large, multidisciplinary team of ~1,379 staff and drives day-to-day reliability and long-term resilience across drinking water and wastewater systems.

You will coordinate with engineering, planning, finance, and human resources to maintain safe water, manage assets, and ensure regulatory compliance while responding to emergencies 24/7.

Qualifications

• Bachelor's degree in engineering, environmental science, utility management, or related field required.
• 10 years of progressively responsible public utility management experience.
• Senior-level management responsibility in water/wastewater or integrated utility environments.

Responsibilities

• Oversee operational enterprise including treatment, conveyance, and field operations.
• Ensure compliance with federal, state and local regulations across programs.
• Lead emergency/incident response and 24/7 readiness for operational events.
• Define division structure, drive improvements in asset management and workforce development.
