Job summary

The Philadelphia Water Department seeks an experienced Deputy Commissioner of Operations to lead a 1,379-member workforce, overseeing drinking water treatment, wastewater services, and related infrastructure for the City of Philadelphia.

The role requires strategic vision, 24/7 availability for operational emergencies, and a track record in public utility management to ensure reliability, safety, and compliance across a large urban system.

Qualifications

• Combination of education and experience equivalent to a bachelor's degree and 10 years of progressively responsible public utility management experience.
• Senior-level management responsibility in a water, wastewater, or integrated utility environment.
• Ability to respond to operational emergencies 24/7/365 and hold a valid driver's license.

Responsibilities

• Oversee and direct the full breadth of operational enterprise, including drinking water and wastewater treatment, biosolids, water conveyance and pumping operations.
• Define organizational structure of the division and establish accountability for managers across seven functional areas.
• Drive operational improvements in workflow coordination, asset management, technology integration, and workforce development.
• Maintain executive presence and provide strategic guidance to ensure regulatory compliance and service reliability.

Education

Bachelor's degree in engineering, environmental science, utility management, or related field

Master's degree in a relevant discipline

Professional Engineer (PE) license

Class A/E Water and Wastewater Systems Operator license
