Job summary

The Philadelphia Water Department (PWD) seeks an experienced, operationally grounded Deputy Commissioner of Operations to lead one of the nation’s largest integrated water utilities. The role reports to the Water Commissioner and advises on regulatory risk, staffing strategy, and long-term utility direction.

You will oversee about 1,379 employees across drinking water, wastewater, and stormwater programs, manage assets across 3,100 miles of mains, 3,700 miles of sewers, six treatment facilities,

Qualifications

• Bachelor's degree in engineering, environmental science, utility management, or closely related field.
• 10 years of progressively responsible public utility management experience.
• Availability to respond to operational emergencies 24/7/365.

Responsibilities

• Lead emergency and incident response planning and execution.
• Provide executive oversight for the full breadth of operational enterprise, including drinking water and wastewater.
• Drive organizational structure, accountability, and workforce development across seven functional areas.
