Job summary

The Walsh Group, Ltd. is seeking a Preconstruction Manager for our Water Division in Dallas, TX. You will lead cross‑functional teams through the preconstruction phase of collaborative delivery projects and guide strategy for bid and GMP procurement.

You will review bid documents, manage risk, and coordinate with subcontractors, engineers, and owners to position Walsh as the builder of choice while supporting pursuit efforts and project profitability.

Qualifications

• 6-8 years of experience or 5 years' experience with college degree
• Bachelor's degree preferred
• Exposure to Preconstruction stage of a project
• Familiarity with estimating and scheduling software
• Identifies key issues and relationships
• Accepts and adapts to change in a professionally appropriate manner
• Initiates and participates in meet and greet presentations with subcontractors and suppliers
• Effectively communicates and listens
• Understands the competition and market conditions
• Engages and coordinates Sponsorship on the procurement

Responsibilities

• Coordinates teams of estimators, project management, and proposal staff to secure projects and guide preconstruction through GMP.
• Reviews bid documents to assess risks and advise on bid approaches.
• Prepares accurate, competitive, and high-quality proposals.
• Builds relationships with subcontractors, engineers, and owners to position Walsh as the Builder of Choice.
• Prepares bid packages and analyzes competitive bids; leads responses to RFPs.
• Coordinates with project sponsorship on schedule, general conditions, and bid preparation.
• Conducts turnover/debriefing meetings to evaluate project outcomes and lessons learned.
• Verifies and underwrites required bid submission documents.
