Job description

JOB SUMMARY

Under the direction and supervision of the Supervisor, Water Distribution, this position is a skilled, non-policy making position involving the supervision of the Water Distribution Workers. This position may require evening and weekend hours. It is required at times to work unscheduled overtime in order to restore water service.

ESSENTIAL JOB FUNCTIONS
  • Directs and supervises the Water Distribution Worker positions in the repair, maintenance, and upgrading of the water distribution system.
  • Assists workers whenever necessary in the installation, removal, repair, reading, location, and relocation of water meters, water lines, and appurtenances in the Public Works Department.
  • Gives technical direction in the installation and repair of mechanical pipe work and heavy equipment operation.
  • Coordinates water distribution field work with other city departments and agencies.
  • Operates and performs preventative maintenance and routine maintenance of all heavy and light equipment in the Public Works Department.
  • Operates heavy and/or light equipment when necessary.
  • Troubleshoots water main and service line leaks.
  • Performs periodic flushing of the water distribution mains, to include inspection of fire hydrants and valves.
  • Works with contractors and engineering firms on projects requiring short notices for main line turn-offs, close customer contacts, water outages, and repairs of main and service lines.
  • Assists in estimating and procuring materials and equipment.
  • Assists in the organization, priority and distribution of work orders and reports.
  • Assists in the inspection and review of deficiencies found on new construction and as built plans.
  • Answers city issued cell phone and responds to water emergencies that may occur after hours, nights, weekends, and holidays outside of scheduled on call rotation.
  • Performs other related job duties as assigned.
QUALIFICATIONS AND KSA'S

Education and Experience:

High school diploma or equivalent; five (5) years of experience in the construction, maintenance, repair, and operation of Water Distribution systems with at least three (3) of those years in a responsibly progressive role; or an equivalent combination of education and experience.

Special Qualifications:

  • Valid State of Florida Class A Commercial Driver's License (CDL) with tanker endorsement, and acceptable driving record at the time of placement. Applicants who do not currently possess a Class A CDL, must acquire a learner’s permit within six (6) months of hire and obtain a Class A CDL license within one (1) year, as a condition of continued employment.
  • A Level 2 Water Distribution System Operators License as issued by FDEP is required.
  • A Level 1 Water Distribution System Operators License as issued by FDEP is preferred.
  • Backflow tester and repair certifications preferred.
  • May require evening and weekend hours. Required at times to work unscheduled overtime in order to restore water service.

Knowledge, Skills, and Abilities:

  • Knowledge of and skilled in methods, materials, and techniques used in the construction, repair, and maintenance of Water Distribution systems, including residential and commercial meter assemblies and backflow prevention devices of all types.
  • Knowledge and ability to navigate the City's web based GIS software as it pertains to water distribution systems.
  • Knowledge of the City's water distribution system, including master meter/backflow assemblies and other utility water interconnects.
  • Knowledge of all equipment utilized by the department.
  • Knowledge and ability to effectively communicate and implement all applicable requirements of FDEP as they relate to cross connection control and water distribution systems.
  • Skill in effective communication both verbally and in writing.
  • Skill in the use of computers and applicable software programs.
  • Ability to understand and interpret complex written and oral instructions.
  • Ability to traverse all types of terrain without assistance.
  • Ability to climb in and out of excavating holes.
  • Ability to operate small tools, and heavy and/or light equipment.
  • Ability to establish and maintain effective working relationships with associates, other City employees, and the general public.
  • Ability to effectively supervise subordinates.
  • Ability to maintain a professional attitude while working in close proximity with others in confined spaces and/or under situations of duress.
  • Ability to read and interpret construction plans.
ADDITIONAL INFORMATION

The work is heavy work, which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas by means of the spoken word and have close visual acuity. Additionally, the following physical abilities may be required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crawling: Moving about on hands and knees or hands and feet.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
