Job description

Direct and manage the operation, maintenance, repair and construction of potable, reclaimed and wastewater delivery and collection systems, including preventive and corrective maintenance programs. Oversee annual resources and budgets. Integrate operations, engineering, and finance functions to implement long-range capital improvement program with the objective of maintaining the Public Works utilities infrastructure.

  • Supervise employees and temporary labor including CDL drivers in areas of responsibility (Divisions 806 & 814) to include: hiring, remedial actions and administration of Division payroll. Prioritize and schedule divisional staff and equipment.
  • Serve as Emergency Support Function #12 coordinator during emergency activations.
  • Direct and manage the operation, maintenance and repair of the City’s potable and reclaimed water distribution systems, the wastewater collection system and mechanical maintenance/lift stations.
  • Assist with the implementation and utilization of asset management, work order, and infrastructure tracking systems.
  • Identify and prioritize system maintenance, rehabilitation and replacement needs and provide recommendations for operating and capital improvement programs.
  • Inspect worksites and modify or adjust work methods, crew sizes, etc. Coordinate with Engineering, inspectors, developers, and contractors to verify existing field conditions and coordinate shutdowns, wet taps, meter sets, lateral connections, and other utility construction activities. Monitor and manage divisional training and safety programs. Oversee the maintenance of safe work zones (traffic control, excavations, etc.).
  • Research and evaluate the use/need for heavy equipment and tools and provide recommendations for replacement, addition or elimination. Develop specifications and formulate request proposals for equipment, machinery and tools as needed and recommend priority of projects and allocation of budget resources and the scope of work.
  • Coordinate with Engineering and Public Works Administration in the planning and implementation of capital improvement, rehabilitation and repair projects affecting water distribution, wastewater collection and lift station infrastructure. Develop estimates and procure materials as needed for projects.
  • Operate computer systems and associated programs. Provide analysis and written reports as necessary. Oversee maintenance of records.
  • Assist with inventory and the preparation of materials utilization records. Maintain records of time, materials, and equipment. Prepare progress reports. Requisition necessary equipment, supplies and materials. Read and interpret blueprints or sketches, construction drawings, etc. and estimate costs and staff hours required for projects. Provide written report of estimates.
  • Investigate resident inquiries/complaints regarding Water Distribution, Reclaimed Distribution and Collection Divisions and take corrective action.
  • Coordinate response, documentation, corrective actions, and required regulatory notifications for sanitary sewer overflows and other reportable utility incidents.
  • Coordinate and ensure timely customer and public notifications related to utility outages, maintenance activities, construction, service interruptions, and other operational impacts.
  • Work closely with Department and Division Directors to develop, oversee and coordinate assigned annual operating and capital budgets. Monitor revenues and expenditures and recommend budget adjustments as needed.
  • In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
  • Complete required trainings as specified within the City’s Comprehensive Emergency Management Plan.
  • Be available for emergency call-outs, unless excused by the Director. Drive to & from various City work sites. Perform additional duties as assigned.
MINIMUM QUALIFICATIONS:
  • Five (5) years of progressively responsible utility experience.
  • Five (5) years progressively responsible management experience, including direct supervision.
  • Level II FDEP Water Distribution System Operator License or FDEP Water Treatment Plant Operator License, or ability to obtain the required license within eighteen (18) months of employment
  • Two (2) years’ experience with computer programs including Excel, Word, Outlook and Munis proprietary software.
  • Valid driver license. Must obtain State of Florida driver license within thirty (30) days of employment.

PREFERABLE QUALIFICATIONS:
  • Associate's degree in a related field
  • FMCSA Reasonable Suspicion Training for Supervisors of CDL Employees (must complete within six (6) months of employment).
  • Level I FDEP Water Distribution System Operator License.
  • Cross Connection Control Program Manager or Backflow Prevention Technician Certification (must obtain within eighteen (18) months of employment)
  • Willingness to adopt AI and emerging technologies.
