Qualifications

  • TCEQ Water Distribution and Collection II certification within one year.
  • One year of water distribution or wastewater experience preferred.

Responsibilities

  • Operate and maintain water and wastewater lines, valves, hydrants and service connections.
  • Respond to customer service requests and emergencies; turn water on/off as assigned.
  • Perform equipment inspections, preventive maintenance, and safe operation.
  • Maintain records of work performed and manage site safety and traffic control.

Water Distribution and Collections Operator I

Department: Utilities Distribution and Collection

FLSA: Non-Exempt

Schedule: 7:00 AM to 3:30 PM, Monday – Friday. Position subject to call backs for after‑hours work, emergencies, nights, weekends, and rotating on‑call schedule Sunday through Monday.

Job Summary

The Distribution and Collection Operator I performs skilled work in the installation, maintenance, and repair of the City’s water distribution and wastewater collection systems. Duties include operating light and heavy equipment, maintaining service lines and hydrants, and responding to emergency repairs to ensure continuous and safe water and wastewater service for the community.

Equipment Operation and Maintenance
  • Operate and maintain equipment such as skid steers, backhoes, jet rodders, dump trucks, and loaders.
  • Perform basic preventive maintenance and inspections on equipment.
  • Ensure safe and efficient use of tools and vehicles in accordance with City policies and applicable OSHA standards.
System Maintenance and Repair
  • Install, maintain, and repair water and wastewater lines, valves, and hydrants.
  • Make new water and sewer taps; raise manholes and valve boxes.
  • Excavate, backfill, and restore work sites following repair or construction.
Customer Service and Administrative Tasks
  • Respond promptly to customer service requests and emergency calls.
  • Turn water services on or off as assigned.
  • Maintain accurate records of work performed and materials used.
  • Ensure work areas are secured and traffic is properly controlled using cones, barricades, and flagging.
  • Work overtime, holidays, and weekends as required.
  • Serve on scheduled call rotation.
Knowledge, Skills, and Abilities
  • Knowledge of basic hydraulics, pipe repair techniques, and utility construction practices.
  • Ability to read and interpret maps, blueprints, and work orders.
  • Ability to work independently or as part of a team in varying weather conditions.
  • Skill in using hand tools, power tools, and measuring devices safely and effectively.
  • Ability to communicate clearly with supervisors, coworkers, and the public.
  • Follows written and oral job instructions.
  • Uses good judgment to work safely and use equipment properly.
  • Serve on standby crew for after‑hours emergency work as required.

Knowledge of the basic operation and maintenance requirements of light and heavy power‑driven equipment, basic practices, methods, and materials used in general.

  • Knowledge of construction and maintenance work.
  • Knowledge of traffic laws, ordinances, and rules involved in heavy equipment operations.
  • Awareness of occupational hazards and standard safety practices.
Physical Requirements
  • Lift and carry up to 100 lbs.; pull, push, and drag up to 150 lbs. of equipment; hook and drive trailers; engage in crawling, climbing, kneeling, squatting, stooping, and bending during water and sewer repairs.
  • Sit or stand for extended periods while driving or participating in water repairs.
  • Hear clearly when working around equipment and in traffic.
  • Maintain appropriate uniform appearance and personal hygiene.
Environmental Conditions
  • Exposure to dust, fumes, loud noises, mechanical, electrical, chemical, and fire hazards; explosive and bodily injury risks.
  • Work outdoors in extreme temperatures (over 100°F, below freezing, cold, and inclement weather).
Minimum Qualifications
  • High School Diploma or equivalent (GED) from an accredited institution.
  • Valid Texas Class C Driver’s License at hire; must obtain Class A CDL with tanker endorsement within six (6) months of employment.
  • Possession of, or ability to obtain, a Class “C” Water Distribution and Collection II certification issued by the Texas Commission on Environmental Quality (TCEQ) within one (1) year of employment.
  • One (1) year of experience in water distribution or wastewater collection preferred.
