Eagle Mountain City is seeking a qualified program professional to develop and administer its water conservation and backflow prevention initiatives. The role requires coordinating with engineers, developers, and public stakeholders to protect drinking water and support regulatory compliance.

You will review plans, implement cross-connection controls, track outcomes, prepare reports, and educate the community through outreach events.

Qualifications

  • Associate or bachelor's degree in environmental science, Water Resources, Public Administration, Engineering Technology, or related field preferred.
  • Minimum of 3–5 years in water utility operations, cross-connection control, conservation program management, or regulatory compliance.
  • Equivalent combination of education and experience.
  • Knowledge of water conservation planning frameworks and state guidance.
  • Ability to engage developers, HOAs, commercial users, and residents.
  • Strong analytical, data management, and report-writing skills.

Responsibilities

  • Develop and administer a citywide backflow prevention program and ensure compliance with state requirements.
  • Review commercial/industrial plans for cross-connection control and backflow installations.
  • Evaluate and expand the Water Conservation Plan and design conservation initiatives.
  • Lead public outreach, prepare technical reports, and present to councils and boards.
  • Track program performance, budgets, and implement improvements.
