Job summary

Colorado State University, in partnership with the Center for Environmental Management of Military Lands (CEMML), invites applications for a Water Program Support position at Joint Base Pearl Harbor-Hickam, Hawaii.

The role provides technical support for NAVFAC Hawaii’s Environmental compliance and oversees stormwater, drinking water, and wastewater planning, inspections, and reporting, ensuring regulatory compliance.

Qualifications

Bachelor’s degree with at least one year of professional, post‑baccalaureate experience supporting environmental compliance.
In‑depth knowledge of Clean Water Act compliance.
Demonstrated ability to work independently and take initiative to resolve issues.
Superior verbal and written communication skills.

Responsibilities

Program Management: Ensure projects are completed according to defined requirements, deliverables, and expectations.
Conduct water program compliance inspections in support of permitting requirements for stormwater, wastewater, and drinking water; document findings and follow‑up actions.
Support regulatory compliance efforts by preparing correspondence, notifications, data calls, reports, and submittals through coordination with government personnel.
Prepare correspondence and coordinate with Public Affairs Officers on public notification requirements.
Prepare regulatory submittals; compile and analyze monitoring data; produce and distribute reports; review and update management plans; identify data gaps; maintain databases; track regulatory requirements.
This position does not supervise.
