The role provides technical support for NAVFAC Hawaii’s Environmental compliance and oversees stormwater, drinking water, and wastewater planning, inspections, and reporting, ensuring regulatory compliance.

Qualifications

  • In‑depth knowledge of Clean Water Act compliance.
  • Demonstrated ability to work independently and take initiative to resolve issues.
  • Superior verbal and written communication skills.

Responsibilities

  • Program Management: Ensure projects are completed according to defined requirements, deliverables, and expectations.
  • Conduct water program compliance inspections in support of permitting requirements for stormwater, wastewater, and drinking water; document findings and follow‑up actions.
  • Support regulatory compliance efforts by preparing correspondence, notifications, data calls, reports, and submittals through coordination with government personnel.
  • Prepare correspondence and coordinate with Public Affairs Officers on public notification requirements.
  • Prepare regulatory submittals; compile and analyze monitoring data; produce and distribute reports; review and update management plans; identify data gaps; maintain databases; track regulatory requirements.
  • This position does not supervise.

Position Summary

A Water Program Support position is available with Colorado State University and the Center for Environmental Management of Military Lands (CEMML) to be located at Joint Base Pearl Harbor-Hickam, Oahu, Hawaii. The role provides technical support to NAVFAC Hawaii’s Environmental compliance branch, ensuring compliance with all regulatory requirements of Stormwater, Drinking Water, and Wastewater commodities. The position offers technical oversight and subject‑matter expertise for projects including stormwater, drinking water, and wastewater planning, inspections, analysis, review, and reporting, with the overarching goal of ensuring compliance with local and federal regulations.

Essential Job Duties
  • Program Management: Ensure projects are completed according to all defined requirements, deliverables, and expectations.
  • Conduct water program compliance inspections in support of permitting requirements for stormwater, wastewater, and drinking water; participate in regulatory inspections and document findings and follow‑up actions.
  • Support regulatory compliance efforts by preparing correspondence, notifications, data calls, reports, and submittals through coordination with government personnel.
  • Prepare correspondence and coordinate with Public Affairs Officers on public notification requirements.
  • Prepare regulatory submittals; compile and analyze monitoring data; produce and distribute reports; review and update management plans; identify data gaps; maintain databases; and track emerging regulatory requirements.
  • Supervision: This position does not supervise.
Conditions of Employment

Criminal background checks and a valid driver’s license or the ability to obtain one by the employment start date are required. The candidate must be able to obtain a Common Access Card (CAC) and complete a NACI/SF85 and pass a federal background check. The employee must be legally authorized to work in the U.S. by the proposed start date; this position does not provide visa sponsorship.

Minimum Qualifications
  • Bachelor’s degree with at least one year of professional, post‑baccalaureate experience supporting environmental compliance.
  • In‑depth knowledge of Clean Water Act compliance.
  • Demonstrated ability to work independently and take initiative to resolve issues.
  • Superior verbal and written communication skills.
Preferred Qualifications
  • Familiarity with RCRA, CWA, SPCC, and SWPPPs.
  • Familiarity with discharge monitoring reports (DMRs).
  • Experience working with military personnel and knowledge of effective communication practices.
  • Experience with stormwater monitoring, inspections, and management plans.
  • Experience working in a highly structured organization.
  • Existing National Agency Check with Inquiries (NACI) is highly desired.
Salary Range

$75,000 - $85,000
