Job Summary:
Under general supervision, performs specialized clerical duties in the preparation of utility billing. Maintains utility billing files and related statistical data. Exercises independent judgment in the absence of specific policies and/or guidance from superiors.
SUPERVISORY RESPONSIBILITIES:
None.
- Prepares all utility billing and checks previous balances.
- Utilizes multiple software systems, including a centralized billing platform, water meter reading system, online payment processor, and customer service portal to ensure accurate billing and responsive customer support.
- Exports and uploads multiple data files each month between internal systems and to an external vendor for printing and mailing bills and account statements.
- Provides information and assistance in person and over the phone regarding water billing, establishing or terminating services, and general inquiries.
- Uses a computer to record all pertinent information related to water/sewer customer accounts, billing preparation, and reporting.
- Processes all new and commercial accounts, handles termination requests, and responds to customer concerns such as high bills and suspected leaks.
- Schedules and coordinates appointments for meter/radio repairs and field technician visits, and calculates billing adjustments based on service reports.
- Prepares reminders and termination notices for delinquent accounts, initiates terminal readings and service shut-offs for nonpayment.
- Handles all aspects of final billing, including collections and property liens.
- Processes promissory notes, makes account adjustments, sends statements, and tracks payments.
- Performs front counter services such as opening new water accounts, addressing billing inquiries, and managing promissory notes.
- Types correspondence, records, reports, and numerical material from rough drafts or verbal instructions.
- Contributes to departmental policy development, interpretation, and recommendations for changes.
- Serves as backup receptionist, answers incoming calls, and directs visitors within the Village office.
- Plans and prioritizes personal and some group work to ensure adherence to departmental procedures and standards.
- Follows all Village policies, procedures, and safety regulations as outlined in the Employee Handbook.
- Maintains regular attendance and punctuality.
- Reports unsafe conditions and accidents promptly, and follows safe work practices.
- Performs other duties as assigned within the reasonable scope of the position.

- Utilize computers, the internet, telephones, copiers, and various office equipment on a daily basis.
- Have a working knowledge of general office procedures and practices.
- Perform data entry and word processing; operate a calculator accurately.
- Maintain files according to set procedures.
- Effectively deal with the public and handle citizen concerns in a helpful and courteous manner.
- Produce reports for supervisors.
- Collaborate with other departments and adapt to team needs.
- Type accurately at a working rate of speed.
Completion of a High School diploma or General Education degree (GED) and one (1) year of office experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. One (1) year of customer service experience and experience with Microsoft Word and Excel is preferred. Spanish fluency is preferred, however, it is not required.
