Job summary

The City of Anna, Texas is seeking a dedicated operator to ensure safe, efficient operation and control of the city\'s water and wastewater systems, including production, treatment, storage, distribution and collection facilities.

Responsibilities include assisting the Lead Operator with testing, data recording, monitoring plan maintenance, and responding to customer concerns. Candidates must hold or pursue relevant TCEQ licenses and a valid Class C license; CDL is required for some assignments.

Qualifications

High school diploma or GED required.
Valid Class C Driver's license at hire.
TCEQ water or wastewater license(s) required or obtainable per timeline.
Ability to obtain B water and B wastewater licenses within 18 months.
Ability to obtain Class D Water Operator license within 6 months.
Ability to obtain Class C Groundwater Operator license within two years.
CSI or Backflow license preferred.

Responsibilities

Assist Lead Operator with testing of water/wastewater samples (chlorine, pH, turbidity, etc.).
Record daily data and maintain required monitoring records.
Assist in maintaining Water Monitoring Plan and coordinating sampling.
Collect bacteriological samples as required and respond to issues.
Monitor SCADA and adjust flows and chemical dosages as needed.
Inspect, operate, and maintain pumps, telemetry, and related equipment.
Perform preventive maintenance and assist other divisions as needed.

Description

Ensure safe, efficient, and economical operation, maintenance, and control of the city's water and wastewater systems, including water production, water and wastewater treatment, storage, distribution and collection system facilities.

EXAMPLES OF DUTIES

Assist Lead Operator in performing and interpreting standardized water and wastewater tests such as total and free chlorine residual, chloramines, free ammonia, pH, turbidity, alkalinity, total suspended solids, dissolved oxygen, and similar testing.
Record daily data collection as required by TCEQ and assist the Lead Operator in maintaining those records.
Assist Lead Operator with maintaining and updating the City Water Monitoring Plan; complete required testing at the intervals required, and coordinating with the TCEQ selected sampling contractor when necessary.
Assist Lead Operator with collecting regular bacteriological samples as required by the Monitoring Plan.
Flush dead-end mains as required, and records water used because of flushing.
Through field investigations, testing and system flushing ensures that a high level of water quality is maintained throughout the water system.
Assist Lead Operator when responding to customer complaints related to water quality, conduct an appropriate investigation, and resolve the issue (if any) and document the findings and steps taken.
Monitor water and wastewater quality during the treatment process through visual inspection and the Supervisory Control and Data Acquisition (SCADA) system and adjust flows, chemical dosages and other rates based on observations.
Inspect, operate, and maintain system equipment including computer controls, telemetry systems, microprocessors, flow control devices, power-driven machinery, and chemical feed equipment.
Monitor and adjust water levels/pressures in the City-wide water distribution system.
Monitor, inspect and maintain pump station and lift station equipment and respond to equipment alarms.
Inspect remote sites daily.
Troubleshoot and correct a variety of electrical and mechanical problems or potential problems involving pumping and measuring equipment and recalibrate equipment as required.
Perform preventive maintenance duties, including painting equipment, cleaning of chemical screens, filters, and custodial and grounds maintenance.
Operate equipment, such as engine-driven pumps, generators, compressors, hoists, forklifts, cranes, and other heavy equipment as necessary.
Assist with Maintenance crew, Utility Billing, Wastewater and/or Streets Division as needed.
Perform any other related duties as required or assigned.

Typical Qualifications

High school or GED, plus two (2) years of water or wastewater treatment experience.

Basic: Spreadsheet, Word Processing/Typing

Must possess a valid Class "C" Driver's license when hired.

Must possess at least one C or higher TCEQ License in water or wastewater treatment.

Ability to obtain TCEQ B water and B wastewater within 18 months of hire or promotion.

Ability to obtain Class D Water Operator License issued by the TCEQ within 6 months of hire date.

Ability to obtain Class C Groundwater Operator License within two years of hire date.

Customer Service Inspector (CSI) or Backflow License is preferred.

Must pass a pre-employment drug screen, criminal background check and MVR check.

USE OF MACHINES, TOOLS, EQUIPMENT AND/OR COMPUTERS

Regular use of complex machines and equipment (desktop/laptop computer and software, road and production machines and equipment, small, medium, and large trucks, mowers, backhoe, front end loader, dump truck, sewer jet, probe rod, pumps, power tools, hand tools, driver's license/cdl, etc.)

Ability to work overtime and/or be on-call for the department during extreme weather and/or the rotation of schedules on night/weekends and the ability to respond to a call within thirty (30) minutes. Exerting force to lift, carry, or drag 50-100 pounds occasionally, 25-50 pounds frequently, or up to 10-20 pounds constantly. Other essential and important duties/functions require maintaining physical condition necessary for adequate physical performance abilities including moderate and heavy lifting, bending stooping, kneeling, crawling, climbing and the use of fingers, both hands and both arms, the use of both legs, walking, standing, or sitting for prolonged periods of time.

Ability to operate motorized equipment and assigned vehicles, adequate speech, hearing, and eyesight required, lift, carry, push, pull, drag, or hold moderate to heavy weight objects, visual acuity and ability to distinguish color.
