Under the direct supervision of the Chief Engineer I (CE I), CF-Water Treatment Plant/Wastewater Treatment Plant & Camps, the Water & Sewage Plant Supervisor (WSPS), CF oversees the operation of the wastewater and water treatment operations. These institution utility operations shall be in accordance with the standards and regulations of the State Water Resources Control Board (SWRCB); Division of Drinking Water (DDW), the Regional Water Quality Control Board (RWQCB) and Tuolumne County Environmental Health Department, including the waste discharge and National Pollutant Discharge Elimination System requirements. The duties of this position are to assume the normal and routine duties of the Water Treatment Plant (WTP) Wastewater Treatment Plant (WWTP) operations for the assigned watch. Individuals who are eligible for a Training and Development assignment may also be considered for this position(s).
Effective July 1, 2025, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires that each full-time employee receive a 3 percent reduction in pay in exchange for 5 hours of PLP 2025 leave credits monthly through June 30, 2027. Salaries do not reflect the recent changes.

Working Conditions

About this location -- Sierra Conservation Center (SCC) is located in the foothills near Jamestown, California, in the heart of the Mother Lode Gold Country.It is adjacent to the Stanislaus National Forest, offering pine trees, mountain streams, and an abundance of recreational activities (fishing, swimming, camping, skiing, golfing, etc.).The prison is approximately 70 miles from Yosemite National Park.
The primary mission of SCC is to provide housing, programs and services for minimum and medium custody incarcerated individuals, to aid in their rehabilitation. SCC is responsible for the training and placement of male incarcerated individuals in the Conservation Camp Program. SCC administers male camps located throughout California.

Knowledge of: Water, sewage and other mechanical systems/equipment, methods, materials, and tools used in the operation, maintenance, and repair of equipment to ensure proper operation of a waste water and water treatment facility. Principles of water and sewage treatment to make field adjustments and ensure compliance of federal and state laws. Computers and Programmable Logic Controllers (PLC) in order to perform daily duties. Ability to: Communicate effectively with other operators, supervisors, and adult/youthful offenders on the technical level for the classification to instruct and provide accurate information and direction to maintain effective working relationships. Interpret chemical and physical laboratory tests to determine effectiveness of water and sewage treatment processes to ensure that finished water is in compliance. Prepare routine reports and keep accurate records for audits and inspections, in order to respond to regulatory agencies. Train and direct workers engaged in operating water and sewage treatment plants in order to comply with the Injury and Illness Prevention Program. Read, interpret, and work from plans, drawings, and specifications in order to perform daily duties. Think and act quickly in emergencies in order to effectively resolve issues. Analyze situations accurately and take effective action in order to produce safe and potable drinking water and compliant effluent waste water. Effectively contribute to the Department’s Equal Employment Opportunity Program objectives to ensure a workplace free of discrimination. Coordinate, plan, and work with skilled craftspersons and semiskilled workers, adult/youthful offenders in order to service and repair equipment. Remain calm and focused on tasks while working in an environment of excessive noise, high voltage electricity, chemicals, and extreme temperatures in order to safely and properly maintain the physical plant. Supervise the conduct of adult/youthful offenders and take appropriate action to maintain order and protect personal and state property. Operate basic computer applications to perform daily duties.
