Job summary

Pinellas County Utilities is seeking a Project Coordinator – Technical (Wastewater Compliance Manager) to provide technical and administrative oversight of the Water Quality Monitoring Section, including GMP and PSSP, at 1620 Ridge Road South in Largo, FL.

You will supervise professional and technical staff, set objectives, ensure regulatory compliance, and coordinate with regulatory agencies and stakeholders.

Qualifications

• 8 years of experience in the described subject matter area or equivalent; supervisory experience preferred.
• Bachelor’s degree in engineering, environmental science, or related field with relevant experience; master’s preferred.
• Florida Driver’s License at time of hire and ability to work varied schedules including emergency situations.

Performs professional technical and program management work with overall responsibility for assigned programs within the Water Quality Monitoring Section, including, but not limited to, the Grease Management Program (GMP) and Private Sewer System Program (PSSP); supervises and develops professional and technical staff; ensures targets and requirements are met; provides technical expertise and program direction; serves as a subject matter expert in assigned program areas; interprets and communicates applicable regulations, legislation, and local ordinances; coordinates complex technical and operational matters with County divisions, regulatory agencies, and other stakeholders; develops and maintains program guidelines, procedures, and processes; and ensures assigned programs meet applicable technical, regulatory, and operational requirements with minimal supervision.

This Project Coordinator – Technical (Wastewater Compliance Manager) position is located at: 1620 Ridge Road South, Largo, FL

Work Schedule: Monday - Friday; 8:00 a.m. – 5:00 P.M.

What Will You Do

• Provide overall technical and administrative oversight of assigned programs within the Water Quality Monitoring Section, including, but not limited to, the GMP and PSSP;
• Establish program objectives, priorities, procedures, guidelines, and performance expectations; oversee the planning, implementation, evaluation, and continuous improvement of assigned programs to ensure effectiveness, efficiency, consistency, and compliance;
• Provide direct and indirect supervision and technical direction to professional and technical personnel assigned to the FOG, PSSP, and other assigned programs;
• Assign, coordinate, and monitor work activities; establish priorities; evaluate employee performance; provide feedback; and support employee training, mentoring, professional development, and advancement;
• Serve as a subject matter expert for assigned programs, providing advanced technical guidance and resolving complex or escalated technical, regulatory, operational, and compliance matters;
• Maintain sufficient technical and field knowledge to evaluate conditions associated with assigned programs and participates in inspections, investigations, site visits, and other field activities when necessary to address complex issues, provide technical direction, or ensure proper implementation of program requirements;
• Interpret and apply applicable federal, state, and local legislation, regulations, rules ordinances, policies, and technical requirements; monitors proposed and adopted changes and evaluates and communicates their potential impact on assigned programs and related Water Quality Monitoring Section activities as well as Pinellas County Utilities as a whole;
• Review and evaluate complex inspection, permitting, enforcement, compliance, and regulatory matters and provides direction regarding appropriate courses of action;
• Establish and maintain program procedures and quality assurance practices to promote consistent application of program requirements, accurate documentation, and defensible regulatory decisions;
• Identify program deficiencies, emerging issues, resource needs, and operational challenges and develop or recommend appropriate corrective actions;
• Work collaboratively with internal and external stakeholders to resolve issues within the County’s utility systems;
• Serve as a principal agency liaison with regulatory agencies, municipalities, consultants, contractors, and other stakeholders on assigned programs and technical matters;
• Represent the County, as assigned, before legislators, elected officials, regulatory agencies, industry representatives, regulated entities, and other stakeholders regarding legislation, regulations, ordinances, and technical program matters;
• Research and gather required technical data to evaluate program matters and activities;
• Assist with the development and management of program budgets, contracts, equipment, services, and other resources as assigned;
• May assume responsibility for additional programs, functions, personnel, or technical areas within the Water Quality Monitoring Section as assigned;
• Perform other related job duties as assigned.

What Do You Need

Experience: Technical and professional level experience in the assigned subject matter area of responsibility and 1 year of leader worker or supervisory training.

Degree: Engineering, environmental science, information technology, economics, health science, math, chemistry, physics, or subject directly related to the specialized assignments.

• 8 years of experience as described above; or
• Associates degree and 6 years of experience as described above; or
• Bachelor’s degree in and four (4) years of experience as described above; or
• Master’s degree and two (2) years of experience as described above; or
• An equivalent combination of education, training, and/or experience.
• Valid Florida Driver’s License at time of hire.
• Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
