Job summary

King County’s Wastewater Treatment Division seeks a Section Manager for Project Planning & Delivery to lead capital planning across eight units, aligning long-term strategy with design, construction, and handover to Operations. This role reports to division leadership and collaborates with Operations, Finance, and regulatory partners.

The position requires broad technical and managerial expertise, equity and safety focus, and ability to navigate complex regulatory obligations while driving

Qualifications

• Bachelor's degree in engineering or related field, or equivalent experience.
• Advanced supervisory experience in a technical environment.
• Advanced knowledge of capital project planning and budgeting.
• Knowledge of public utility finance and budgeting techniques.
• Strong planning, engineering, and project management skills.
• Ability to work with elected officials and regulatory agencies.

Responsibilities

• Support the division director and section managers to develop and implement the division's goals and objectives.
• Oversee and direct the work of unit managers responsible for design, construction and planning services.
• Serve on Wastewater Treatment Division's senior management team and provide strategic guidance to regulatory agencies.
• Develop, implement, and maintain standards, policies and procedures for planning, engineering and project management work.
• Develop the section budget, allocate resources, and monitor expenditures.
• Perform human resources responsibilities including hiring, training, and performance evaluations.
• Provide support to county-wide initiatives, ensuring ESJ elements are considered.
