Civil & Environmental Consultants, Inc. in Monroeville, PA is seeking an Engineering Project Manager to lead and mentor a team through the design, permitting, and construction‑phase services for waste disposal facilities, including MSW, CCR, and industrial sites.

You will coordinate with clients, contractors, and authorities, prepare design documents, ensure regulatory compliance, and drive projects from concept to bid, while fostering growth and delivering results.

Qualifications

• Bachelor’s degree in Civil, Geotechnical, or Environmental Engineering (Master’s degree preferred).
• 5+ years of experience in design, permitting, document preparation, and construction QA for waste disposal facilities.
• Proven ability to coordinate regulatory agency review and permitting processes.
• Professional Engineering License (PE) or ability to obtain Pennsylvania licensure.
• Understanding of consulting project business practices and project delivery methods.
• Strong project management and leadership capabilities.
• Excellent written and verbal communication skills, including proposal and report writing.
• Proficiency in Microsoft Office and Autodesk Civil 3D.

Responsibilities

• Lead design, analysis, permitting, and construction-phase services for municipal, residual CCR, and industrial waste management facilities.
• Oversee the design of landfill systems including liners, leachate and stormwater infrastructure, gas collection, and site roads.
• Prepare permit applications, design reports, construction documents, specifications, cost estimates, and solid waste management plans.
• Ensure regulatory compliance and coordinate agency review while mentoring junior staff.
• Assist engineering team with site development and geotechnical projects.
