Job summary

Spiral Solutions and Technologies, Inc. seeks a Wargaming Subject Matter Expert to support USSTRATCOM/J57 under SWARDS. This contingent role provides A&A services to enhance wargaming, modeling, and deterrence analysis.

Candidate will develop scenarios, dashboards, and reports for senior leaders. Requires 7+ years in professional wargaming, a STEM/history/political science degree, and TS clearance with SCI/NC2/SAP eligibility.

Qualifications

Spiral Solutions & Technologies, Inc. (SS&T) is seeking a Wargaming Subject Matter Expert to support United States Strategic Command (USSTRATCOM)/J57 under the Strategic Wargaming and Research of Deterrence Support (SWARDS) requirement. This position provides advisory and assistance services (A&AS) to sustain and enhance USSTRATCOM's wargaming and experimentation efforts. This is a contingent-on-award role.

Security Clearance Requirements

This position requires access to classified systems and material supporting national-security programs. All contractor personnel must be U.S. citizens and maintain a Top Secret (TS) security clearance, with eligibility for Sensitive Compartmented Information (SCI), Nuclear Command and Control (NC2), and Special Access Programs (SAP) accesses. Eligibility for required accesses must be held at time of task order award or prior to commencement of work/replacement approval. Personnel must comply with the task order DD Form 254, Department of Defense Security Classification Specification, applicable USSTRATCOM security instructions, cybersecurity and physical-security requirements, and all applicable requirements for handling classified and restricted-distribution information.

Required Qualifications

• A minimum of 7 years of experience and demonstrated expertise in professional military wargaming, operational planning, strategic analysis, or related work within the Department of War, Joint Staff, a Combatant Command, or an equivalent organization.
• Bachelor's degree (or higher) in STEM, history, political science, or a like field required.
• Demonstrated knowledge of wargame design, development, execution, adjudication, and analysis at the operational or strategic level.
• Experience supporting scenario development for wargames, including multi-domain and joint scenarios aligned to deterrence, OPLAN/CONPLAN assessment, or strategic decision-making.
• Demonstrated knowledge of deterrence concepts, including scenario-based deterrence analysis and/or Deterrence Impact Analysis.
• Demonstrated knowledge of U.S. Government decision-making processes and the ability to accurately represent interagency or national-level perspectives during wargame play.
• Demonstrated knowledge of the transactional nature of U.S. alliances, the imperative of allied burden-sharing, and the competitive dynamics that influence strategic decision-making.
• Demonstrated knowledge of joint planning processes, strategic military operations, and the integration of USSTRATCOM OPLAN/CONPLAN activities with Geographic Combatant Command plans.
• Experience collecting, organizing, and synthesizing observations and lessons learned from wargames or experiments, and producing DoW-formatted, comprehensive, and publication-ready written and analytic reports.
• Ability to develop visualizations, decision-support products, or scenario displays used in wargame execution or senior leader briefings, including the integration of AI-enabled or advanced technology capabilities.
• Active Top Secret (TS) security clearance with eligibility for SCI, NC2, and SAP access, required at time of task order award or prior to commencement of work/replacement approval.

Key Responsibilities

• Assist in war game development and execution, including scenario development, analysis support to wargaming, and identification and tracking of lessons learned.
• Author professional war game reports documenting analysis, findings, and outcomes.
• Provide scenario-based deterrence analysis to war gaming activities designed to test USSTRATCOM Operational Plan (OPLAN) and Contingency Plan (CONPLAN) deterrence actions.
• Provide scenario-based deterrence assessments to war gaming activities evaluating USSTRATCOM OPLAN/CONPLAN integration with other OPLAN/CONPLAN actions.
• Conduct hypothesis-based Deterrence Impact Analysis to test deterrence assumptions in experimentation.
• Develop tools to effectively and professionally display visualizations of scenarios, including modeling and simulation outputs.
• Provide wargame expertise relating to the operation of the U.S. Government, including perspectives emulating the decision-making of apolitical U.S. elected officials and the U.S. relationship with allies and adversaries.
• Apply demonstrated knowledge of wargame design, development, execution, adjudication, and analysis at the operational or strategic level.
• Support scenario development for wargames, including multi-domain and joint scenarios aligned to deterrence, OPLAN/CONPLAN assessment, or strategic decision-making.
• Apply demonstrated knowledge of deterrence concepts, including scenario-based deterrence analysis and/or Deterrence Impact Analysis.
• Accurately represent interagency or national-level perspectives during wargame play, applying knowledge of U.S. Government decision-making processes.
• Apply demonstrated knowledge of the transactional nature of U.S. alliances, the imperative of allied burden-sharing, and competitive dynamics that influence strategic decision-making.
• Apply demonstrated knowledge of joint planning processes, strategic military operations, and the integration of USSTRATCOM OPLAN/CONPLAN activities with Geographic Combatant Command plans.
• Collect, organize, and synthesize observations and lessons learned from wargames or experiments, producing Department of War (DoW)-formatted, comprehensive, publication-ready written and analytic reports.
• Develop visualizations, decision-support products, or scenario displays used in wargame execution or senior leader briefings, including the integration of AI-enabled or advanced technology capabilities.

Preferred Qualifications

• Prior direct experience supporting USSTRATCOM, another Combatant Command, Joint Staff, or an equivalent national security organization on wargaming or deterrence issues.
• Experience collaborating with deterrence analysis efforts supporting mission analysis, courses of action development, or deterrence impact assessment.
• Experience with allied burden-sharing analysis or assessment of allied contributions to collective deterrence.
• Familiarity with emerging AI-enabled analytic or visualization tools and their application to wargame execution and decision-support products.
• Experience supporting strategic deterrence education initiatives or engagements with JPME-accredited institutions and service academies.
