Job summary

UNC Health in Chapel Hill is seeking a transformative leader to head state government affairs, shaping the system's approach to legislation, regulation, and public policy across North Carolina. The VP will guide a broad portfolio, build trusted relationships with lawmakers, agencies, and key stakeholders, and advise senior leaders on policy opportunities and risks.

This role requires strategic vision, senior-level negotiation, and the ability to translate complex policy issues into actionable

Qualifications

• Requires a minimum of twelve (12) years of progressively responsible experience in government affairs.
• Requires at least ten (10) years of people management experience.
• Deep knowledge of state legislative processes, budget and appropriations.
• Ability to translate complex policy issues for executive audiences.

Responsibilities

• Strategic Leadership: Develops and executes UNC Health's state government affairs strategy.
• State Legislative & Executive Branch Affairs: Builds bipartisan relationships with NC policymakers.
• State Funding & Appropriations: Leads funding strategy and advocacy.
• Policy Strategy & Organizational Alignment: Aligns policy positions with organizational priorities.
• Governance, Ethics, & Compliance: Ensures compliant lobbying and ethics practices.
• Leading People: Manages a team, fosters development and accountability.
• Leading Change: Drives organizational change in a dynamic policy environment.
• Results Driven: Delivers high-quality, timely advocacy and results.
