Job summary

Volunteers of America Chesapeake and Carolinas seeks a Senior Vice President of Programs (Finance) to lead enterprise-level program operations across behavioral health, housing, re-entry, and related services, reporting to the President & CEO.

The role requires substantial senior leadership experience in complex, multi-site human services, with expertise in regulatory compliance, contracts with MCOs, and value-based purchasing to drive quality and sustainability.

Qualifications

• Strong knowledge of Health & Human Services markets, including Medicaid, Managed Care, and Value-Based Purchasing.
• Experience overseeing contracts with MCOs, hospital systems, and public agencies.
• Demonstrated success in program improvement and data-informed leadership.

Responsibilities

• Lead implementation, coordination, and evaluation of VOACC programmatic strategies with the CEO and Executive Leadership Team.
• Ensure programs align with mission, strategic plan, financial goals, and regulatory obligations.
• Recommend and implement program enhancements responding to market trends and community needs.
• Advance value-based care and data-informed decision-making across the program portfolio.
