Volunteers of America Greater New York, Inc. seeks a Vice President of Program Strategy, Research and Evaluation to lead organizational research, performance management, and evidence-based practice.

This hybrid role partners with executive leadership to translate data into insights that improve program outcomes and organizational effectiveness. The role requires a Master’s degree in a related field and at least ten years in research/evaluation with leadership experience; doctoral degree

Qualifications

• The position requires a Master’s degree in Statistics, Research Methods, Data Analytics, Public Administration, Social Work, Public Health, or a related field; doctoral degree preferred.
• Minimum of ten (10) years of progressively responsible experience in research, evaluation, analytics, quality improvement, or performance management, including at least five (5) years in a leadership role.
• Experience designing and leading research projects, program evaluations, outcome studies, and performance measurement initiatives.

Responsibilities

• Lead the organization’s research, evaluation, and program performance functions.
• Develop and execute a strategic agenda that advances organizational effectiveness and outcomes.
• Serve as a trusted advisor to executive leadership on performance and strategic opportunities.
• Develop enterprise-wide performance measurement frameworks and KPIs.
• Lead research initiatives informing strategy, program design, and service delivery.
• Oversee program evaluations, outcome studies, and impact assessments.
• Translate research findings into actionable recommendations for leadership and program teams.
• Drive a culture of data-informed decision-making and continuous improvement.
• Monitor performance to identify trends, risks, and opportunities.
• Develop and optimize dashboards, scorecards, and executive reporting tools.
• Establish data governance, reporting standards, and performance processes.
• Partner with program leadership to improve quality and client outcomes.
• Lead initiatives that strengthen organizational learning and evidence-based practice.
• Build staff capacity in data literacy and performance management.
