ENFRA is seeking a seasoned Vice President of IS Delivery Supply Chain to architect end‑to‑end supply chain across sourcing, vendor management, demand planning, logistics, and contractor networks for a national energy infrastructure portfolio. Qualifications

• Bachelor's degree in Construction Management, Finance, Law, Business, Engineering, or Architecture.
• 15+ years of progressive leadership experience in supply chain, procurement, strategic sourcing, construction operations, project delivery, engineered equipment procurement, or contractor management, preferably in complex multi-state, multi-trade construction.
• Minimum 10 years managing end-to-end supply chain operations with annual spend under management exceeding $100M.
• Proven ability to build and manage national or regional supplier, contractor, and trade partner networks with measurable improvements in cost, schedule, quality, safety, and risk management.
• Demonstrated experience procuring HVAC/mechanical, electrical, BAS/controls, and central plant engineered equipment, including RFP development, lead‑time management, PO execution, and coordination with engineering and construction teams.
• Strong understanding of construction delivery models, including GMP, lump sum, design‑build, EPC / EPCm, subcontracting, equipment POs, MSAs, CSAs, and professional services agreements.
• Executive‑level negotiation skills with demonstrated success securing favorable commercial terms and building strategic partnerships with Tier 1 suppliers.
• Experience with ERP systems and data analytics within supply chain functions.
• Demonstrate ability to provide an inclusive workplace that fosters development of others.

Responsibilities

• Own quantifiable financial performance across spend management, cost optimization, margin protection, and enterprise value creation.
• Operate as a strategic partner to Delivery leadership, building and mentoring high‑performing supply chain teams.
• Own end‑to‑end supply chain lifecycle from demand planning through project closeout.
• Orchestrate sourcing strategy development, vendor qualification, contract negotiation and management, and logistics coordination.
• Establish and govern national demand‑supply planning cadence tied to backlog, lead times, and procurement readiness.
• Own the national IS Delivery supply chain operating model, including bid‑to‑contract management and supplier relationship management.
• Drive adoption of national agreements across BAS, mechanical, electrical, major HVAC equipment, controls, generators, solar, and related categories.
• Ensure multi‑trade delivery alignment with project scope, schedules, and customer requirements.
• Develop supplier performance infrastructure with scorecards, executive reviews, and corrective action governance.
• Execute risk mitigation and supply chain resilience strategies to protect timelines and margins.
• Build and actively manage a national contractor and trade partner network.
• Establish contractor coverage by region, trade, safety profile, and financial strength.
• Own vendor/se subcontractor database, prequalification governance, onboarding, and risk screening.
• Develop a standardized supply chain model across regions while allowing project‑specific execution.
• Apply supplier segmentation to optimize engagement depth and resources.
• Establish preferred contractor programs with tiered engagement and capacity reservation.
• Monitor performance with KPIs for safety, on‑time delivery, quality, and costs; implement corrective action.
• Lead by example and promote core values and positive culture.
• Champion supply chain transformation via analytics, automation, and digital platforms.
