Summary of Job: The Vice President (VP) of Implementation is a key strategic leader responsible for overseeing the successful launch and decommissioning of programs while ensuring full regulatory compliance and continuous process improvement across Recovery Innovations. This role drives company-wide initiatives by aligning new program implementations, existing programs, and closures with quality, operational excellence, and regulatory standards. The VP is an expert in healthcare compliance, quality control, and project management, with demonstrated success in leading multi-disciplinary teams through complex initiatives.
Essential Duties and Responsibilities:
- Program Implementation & Offboarding:
- Lead and oversee cross-functional teams in the execution of new program implementations and program closures, ensuring alignment with Recovery Innovations strategic goals and funder and/or community partner expectations.
- Develop and manage detailed project plans and workstreams that integrate departments such as HR, IT, Finance, Compliance, Facilities, and Clinical Operations.
- Coordinate with the Compliance team to ensure new program implementations and closures meet all legal, contractual, and regulatory standards, including but not limited to federal and state laws, The Joint Commission, and SAMHSA standards. This includes oversight of facility construction, licensure, staffing, training, audits, and vendor onboarding and offboarding processes.
- Establish and manage timelines, deliverables, and accountability mechanisms for project milestones and outcomes.
- Define go-to-market strategies for new or expanding services and develop exit strategies for programs not meeting performance benchmarks.
- Behavioral Health Compliance & Quality Control:
- Maintain in-depth knowledge of all federal, state, and local regulations as well as internal Recovery Innovations policies, updating funders and/or community partners proactively as changes arise.
- Ensure that all activities across the organization adhere to applicable healthcare regulations and accrediting standards, with proactive identification and mitigation of compliance risks.
- Process Improvement & Strategic Planning:
- Lead company-wide quality and process improvement initiatives to enhance service delivery, operational efficiency, and guest outcomes.
- Aggregate and analyze referral patterns, stakeholder trends, and market data to inform strategic decision-making and program development.
- Monitor and report on key performance indicators, risks, and improvement outcomes to executive leadership.
- Lead the compliance department and serve as the organizational authority on policy interpretation and regulatory strategy, collaborating with clinical operations, HR, and IT to conduct internal audits and ensure readiness for state inspections and accreditation processes in behavioral health program design and delivery.
- Foster a culture of collaboration, innovation, and advocacy.
- Lead strategic reviews to identify strengths, gaps, and alignment opportunities with funding sources, grants, and partnerships.
- Understands and adheres to Recovery Innovations compliance standards as they appear in the Code of Conduct and Conflict of Interest Policies.
- Keeps abreast of all federal and state regulations and laws and all Recovery Innovations policies as they presently exist and as they change or are modified.

- Education:
- Master’s degree in Healthcare Administration, Public Health, Behavioral Health, or related field; years of experience in lieu of advanced degree may be considered.
- PMP certification or equivalent project management experience preferred.
- Experience:
- 8+ years of progressive leadership experience in healthcare operations, compliance, or behavioral health program management.
- Skills:
- Proven expertise in healthcare compliance, quality control, and regulatory frameworks (e.g., CMS, Joint Commission, HIPAA, state-specific requirements).
- Demonstrated experience leading multi-disciplinary teams through large-scale project implementations.
- Strong analytical skills with the ability to evaluate data, identify trends, and translate insights into action.
- Superior communication, leadership, and stakeholder management skills.
- Experience working with government agencies, legislative bodies, and nonprofit organizations.
- Demonstrated ability to work collaboratively with internal and external customers.
- Demonstrated ability to communicate effectively both verbally and in writing.
- Ability to exercise considerable judgment and discretion.
- Travel required based on business need.
- Must be at least 18 years or older.
- Ability to maintain a high level of confidentiality (HIPAA guidelines and regulations) and professionalism.

Physical Demands:
May include work close to the eyes and substantial motions of the wrist, hands, and/or fingers. Frequent sitting, standing, walking, handling, finger dexterity; eye-hand-foot coordination, use of corrected vision; color vision; use of auditory senses. May be required to lift up to twenty (20) pounds.
May work in an office environment or behavioral health facility. May have contact with individuals who are agitated and/or confused.
