Job summary

The City of Casper is seeking a highly organized, people-focused professional to build and lead a citywide volunteer services program that connects residents with meaningful opportunities to serve their community. Responsibilities

  • Develop a coordinated citywide volunteer services program that supports organizational priorities.
  • Standardize volunteer recruitment, onboarding, orientation, placement, training, supervision, recognition, and retention practices.
  • Collaborate with City departments to identify operational needs for volunteer engagement.
  • Coordinate volunteer compliance requirements including waivers, background screening, safety training, and program documentation.
  • Develop and maintain volunteer tracking systems and prepare impact reports for leadership and grants.
  • Cultivate partnerships with community organizations, schools, nonprofits, and residents to expand volunteer participation.
  • Coordinate volunteer initiatives, recognition programs, and community engagement activities.
  • Develop promotional materials and market opportunities through digital platforms and outreach.
  • Serve as the primary contact for volunteer services and liaise between departments, volunteers, and the public.
  • Prepare reports and strategic planning materials related to volunteer services.

Volunteer Services Coordinator

The City of Casper is looking for an organized, people-focused professional to build and lead a citywide volunteer services program that connects residents with meaningful opportunities to serve their community. As our Volunteer Services Coordinator, you’ll work across City departments and with community partners to turn organizational needs into well-designed volunteer opportunities that make a measurable difference.

Volunteers can expand the reach of City programs, strengthen connections between residents and local government, and create new opportunities for people to contribute to the community they call home. The Volunteer Services Coordinator will have the opportunity to shape the City of Casper’s volunteer program from the ground up and create a coordinated approach that supports City departments while making volunteering accessible, rewarding, and meaningful.

Responsibilities
  1. Develops, implements, and administers a coordinated citywide volunteer services program that supports organizational priorities, departmental initiatives, and meaningful civic engagement opportunities.
  2. Develops standardized volunteer recruitment, screening, onboarding, orientation, placement, training, supervision, recognition, and retention practices to ensure consistency, accountability, and positive volunteer experiences across departments.
  3. Collaborates with City departments to identify operational needs that may be supported through volunteer engagement and assists in developing structured volunteer opportunities aligned with departmental goals.
  4. Coordinates volunteer compliance requirements including waivers, confidentiality acknowledgements, background screening, safety training, and program documentation in partnership with Human Resources and Risk Management.
  5. Develops and maintains volunteer tracking systems to accurately document volunteer hours, assignments, participation levels, and measurable program outcomes; prepares reports and impact summaries for leadership review, strategic planning, and grant opportunities.
  6. Cultivates and maintains partnerships with community organizations, schools, colleges, nonprofit agencies, civic groups, and residents to expand volunteer participation and strengthen community partnerships.
  7. Coordinates citywide volunteer initiatives, recognition programs, service campaigns, and community engagement activities that enhance public trust and promote community involvement in City services.
  8. Develops promotional materials and collaborates with internal communications resources to market volunteer opportunities through digital platforms, community outreach, and public information campaigns.
  9. Acts as the City’s primary point of contact for volunteer services initiatives; responds to inquiries, provides program information, and serves as liaison between departments, volunteers, community partners, and the public.
  10. Prepares reports, program recommendations, policies, procedures, and strategic planning materials related to volunteer services and community engagement initiatives.
  11. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
  12. Performs other duties of a similar nature or level.

Education and Experience
  • High school diploma or equivalent (G.E.D.) required.
  • Associate’s or Bachelor’s degree in Public Administration, Communications, Community Development, Nonprofit Management, Business Administration, Marketing, or a closely related field preferred.
  • Minimum of two (2) years of experience in volunteer program coordination, community engagement, nonprofit administration, public outreach, program management, or related experience, or an equivalent combination of education and experience or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
  • Public sector experience preferred.
Licensing and Certifications
  • Possession of a valid Wyoming Driver’s license preferred.

Positions in this class typically require stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing, and repetitive motions.

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Incumbents in this position work indoors and outdoors, regardless of weather conditions. Employees may be exposed to extreme temperatures and loud noise. Incumbents may be required to drive to remote work sites to perform work.

This position requires the physical ability to walk, stand, and perform light physical activity for up to four hours or more. This position also requires working in an office environment subject to the common noises associated with office work including telephones, copiers, and printers.

This position requires typing, data entry, and customer contact.
