Job summary

City of Casper’s Engineering Department is seeking a motivated civil engineer to join our team as an Associate Engineer II. This role supports public improvement projects, develops construction cost estimates, reviews private development plans, and inspects ongoing work to ensure quality and compliance.

Ideal candidates have 3+ years of professional experience, a civil engineering degree, and a PE license is preferred.

Qualifications

• Bachelor’s Degree in civil engineering or a closely related field.
• For Associate Engineer II: 3+ years of experience and PE license preferred.
• Associate Engineer I: No specific experience required.
• Wyoming Driver’s License preferred.

Responsibilities

• Assist with development of construction cost estimates; prepare requests for proposals and project plans/specifications; review consultant/contractor proposals; and recommend selection of consultants/contractors.
• Inspect construction and field reviews to ensure compliance with designs; initiate change orders.
• Review permit requests, plans, specifications and contract documents from private developers; ensure compliance with codes and regulations.
• Maintain records of activities and prepare financial and operational reports.
• Represent the City by responding to the public and stakeholders in a prompt, professional manner; maintain customer service demeanor.
• Perform other duties of a similar nature or level.

Ideal Candidates Have:

Incumbents are responsible for providing entry-level professional engineering support to public improvement projects.

REPORTING STRUCTURE:

Receives general guidance from the City Engineer and higher-level management staff.

Typical Class Essential Duties

• Assists with the development of construction project cost estimates; prepares requests for proposals and project plans/specifications; reviews consultant/contractor proposals; and recommends selection of consultants/contractors.
• Inspects construction and field reviews in progress to determine compliance with designs; and initiates change orders.
• Reviews permit requests, plans, specifications and contract documents from private developers; determines compliance with codes, ordinances and laws.

• Registration as an Engineer-In-Training with the State of Wyoming preferred.

Associate Engineer II Qualifications:

EDUCATION AND EXPERIENCE

• Minimum of three (3) years of increasingly responsible experience in professional engineering.
• Bachelor’s Degree in civil engineering or a closely related field.

LICENSING AND CERTIFICATION REQUIREMENTS

• A valid Wyoming Driver’s License is preferred.
• Valid Certificate of Registration as a Professional Engineer in the State of Wyoming.
