Job summary

Kyivstar is looking for a specialist to drive the planning and development of VAS and policy control solutions supporting millions of customers. This position involves managing critical telecom service platforms leveraging cutting-edge LTE and 5G technologies.

The ideal candidate will have extensive experience in network architecture and policy control, strong collaboration skills, and will be involved in end-to-end project management. Upskilling opportunities and a benefits package including health insurance will also be provided.

Qualifications

• Strong understanding of GSM, UMTS, and LTE network architecture.
• Hands-on experience with policy control, charging, and packet core elements.
• Good understanding of Diameter and GTP signaling protocols.
• Solid IP networking knowledge.
• English levels: Pre-Intermediate or higher.

Responsibilities

Join our team to shape the evolution of critical telecom service platforms supporting millions of customers. You will drive the planning, development, and lifecycle management of VAS and policy control solutions, working with cutting‑edge technologies across 4G and 5G networks.

This role combines technical leadership, solution design, vendor management, and end‑to‑end delivery of new services and platform enhancements.

What you will do

• Own the development strategy and lifecycle management of PCRF platform, including capacity planning, forecasting, budgeting, and technology evolution
• Lead the introduction of new services and platform capabilities, from requirements gathering through deployment and operational handover
• Collaborate with business stakeholders to transform business needs into scalable technical solutions
• Drive vendor engagement, including technical evaluations, contract scope definition, and delivery governance
• Participate in tender processes by defining technical requirements, evaluating proposals, and selecting optimal solutions
• Coordinate end‑to‑end implementation activities, including hardware/software delivery, deployment planning, and cross‑functional execution
• Provide expert guidance on platform capabilities, architecture, and service opportunities
• Support critical maintenance activities and complex changes in production environments

• Hands‑on experience with policy control, charging, and packet core elements
• Good understanding of Diameter and GTP signaling protocols
• Solid IP networking knowledge
