Job summary

Bixal is seeking a Design Lead to serve as the primary UX research and design authority for the CMS data.CMS.gov program. You will oversee user research, interaction design, visual design, and design system governance, translating complex data discovery and access challenges into intuitive, accessible experiences for diverse audiences.

A portfolio of relevant design work is required; include password for controlled access if needed.

Qualifications

• 5+ years in HCD and user research for public-facing data sites.
• Experience leading design on federal government digital platforms with portfolio.
• Proficient in a range of user research methods (interviews, usability tests, surveys, analytics, card sorts).
• Strong knowledge of WCAG 2.1 AA and Section 508 accessibility standards.
• Ability to present design rationale to CMS stakeholders and leadership.
• Experience coordinating with engineers in Agile delivery and cross-functional teams.

Responsibilities

• Lead all human-centered design activities across the data.CMS.gov program.
• Plan and facilitate user research activities at cadence with the client.
• Coordinate PRA clearance timelines for public research activities.
• Translate findings into personas, journey maps, flows, wireframes, and prototypes.
• Own and evolve the data.CMS.gov design system for consistency and accessibility.
• Lead visual QA to ensure design-to-development parity and WCAG conformance.
• Collaborate with engineering to translate designs into implementation and participate in reviews.
• Develop design rationale and present research findings to CMS stakeholders.
• Support content strategy and information architecture to improve usability.
• Perform other duties as assigned.
