Role Description

The Utility Services Department Director is a full-time, on-site leadership role based in Palm Bay, FL, responsible for directing, planning, and overseeing the operations of utility services, including water, wastewater, and related infrastructure. This role manages departmental budgets, establishes service standards, and ensures compliance with local, state, and federal regulations. The Director leads and mentors teams, sets performance goals, and coordinates training to promote safe, efficient, and high-quality service delivery. Day-to-day responsibilities include monitoring system performance, responding to service issues, driving customer satisfaction initiatives, and collaborating with other County departments, external agencies, and community stakeholders. The Director also develops strategic plans, recommends capital improvements, and implements policy and process enhancements to support long‑term utility reliability and community growth.

Qualifications

• Master's degree in Civil Engineering, Mechanical Engineering, Environmental Engineering , Business Administration, or a related field; advanced degree or professional certifications in utilities or public management are a plus.
• Six (6) years of progressively responsible professional experience in utility engineering programs or projects, including three (3) years in the management of water and wastewater systems.
• Demonstrated ability to lead teams, provide clear direction, and foster a collaborative work environment, with strong team leadership and training skills.
• Proven experience in budgeting, financial planning, and resource allocation within a utility services or public works setting.
• Commitment to customer service and customer satisfaction, with experience developing and monitoring service standards and performance metrics.
• Strong organizational, problem-solving, and decision‑making skills, with the ability to manage complex projects and multiple priorities.
• Excellent written and verbal communication skills for interacting with staff, leadership, elected officials, and community members.

Salary

$126,464.52 to $139,110.97 annually.Actual salary negotiable based on experience and qualifications.Government Center/Viera.Work Schedule is Monday through Friday 8:00 a.m. to 5:00 p.m. and may require evenings and weekends as needed.Performs skilled administrative work directing, coordinating, and supervising all County water and wastewater operations, engineering, construction, and finance activities within the County’s designated service areas.Supervision is given to professional, technical, and clerical staff.
