Qualifications

  • Knowledge of mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction.
  • Ability to coordinate or determine time, place or sequence of operations or activities based on analysis of data or information and may implement and report on operations and activities.
  • Ability to persuade or influence others in favor of a service, point of view, or course of action; may enforce laws, rules, regulations or ordinances.
  • Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner.
  • Ability to perform coordinating work involving guidelines and rules, with constant problem-solving.
  • Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style.

Responsibilities

  • Assists the Utility Relocation Manager in coordinating and managing City forces, Citizens and outside professionals in the research, preparation, review, inspection of new and relocated water / wastewater / storm water utility plans and construction;
  • Maintains accurate and up-to-date project records;
  • Reviews highway construction plans for conflicts with existing City utilities and designs and lay out solutions;
  • Assists the Utility Relocation Manager in researching maps and engineering plans to identify problem areas and opportunities for the enhancement of the City's water and sewer systems;
  • Tracks work between varies City Departments; prepares drawings and documents necessary for obtaining various permits and approvals;
  • Represents the City at SCDOT/Municipal project briefings, preconstruction conferences and field meetings;
  • Researches City files to establish proof of prior rights for existing city owned utilities. Researches and verifies existing utilizes;
  • Reviews and prepares correspondence, municipal and state utility and highway agreements, construction specifications and drawings for master plat files;
  • Manages and coordinates utility construction and relocation to minimize conflicts with proposed roadway construction. Coordinates and manages utility work between City forces and local, state and federal agencies, as well as other City and county departments, contractors, developers, engineers, land surveyors, architects, inspectors, and other parties as necessary;
  • Attends meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills; and
  • Performs other related duties as assigned.
