Job summary

The State of Missouri is seeking a qualified attorney to join the General Counsel's Office in Jefferson City. The role focuses on civil and administrative litigation, providing legal analysis, research, and documentation for regulatory matters affecting utilities in Missouri.

Qualifications

  • At least 5 years of civil or administrative litigation experience.
  • Knowledge of civil practice and procedure required.
  • Experience in public utility regulation and administrative law preferred.

Responsibilities

  • Perform and supervise basic and advanced legal functions including answering and processing open records requests, research and drafting, memos and letters in various legal issues.
  • Maintain familiarity with Electronic Discovery (E-Discovery).
  • Maintain interdisciplinary communications with other departments and stress responsiveness to requests.
  • Support the General Counsel's Office in litigation, staff support, inquiries, rulemaking, and regulatory activities.
  • Help manage the General Counsel's Office, plan and implement strategies and policies.
  • Provide sound legal analysis and well-drafted documents under deadlines.
  • Position may require some in-state travel.

Job description

This position is located at 200 Madison Street, Jefferson City, MO 65102

The Missouri Public Service Commission regulates investor-owned electric, natural gas, steam, water and sewer utilities in Missouri, in addition to manufactured housing. We ensure that Missourians receive safe and reliable utility services at just, reasonable and affordable rates.

  • Perform, and supervise the performance of, basic and advanced legal functions including answering and processing open records requests, research and drafting, memos and letters in various legal issues in this area.
  • Must be familiar with and have knowledge and experience with Electronic Discovery (E-Discovery).
  • Maintain interdisciplinary communications with other departments, reviewing and compiling documents, stressing responsiveness to requesting parties, and other duties as assigned.
  • Participate in the day-to-day responsibilities of the General Counsel's Office including its representation of the Commission in litigation, support to the technical Staff, responses to public inquiries, rulemaking and legislative activities and supervision of a broad range of legal and regulatory activities under the direction of the General Counsel.
  • Work cooperatively with the General Counsel in managing the General Counsel's Office, making and implementing future planning, and developing strategies and policies.
  • Provide sound legal analysis and well-drafted documents under sometimes demanding deadlines.
  • Position may require some in-state travel.
Minimum Qualifications
  • Juris doctorate degree and admission to practice law in Missouri and be a member in good standing of the Missouri Bar.
  • Must have at least 5 years of civil or administrative litigation experience.
  • Knowledge of civil practice and procedure is required.
  • Experience in public utility regulation is preferred but not required.
  • Experience required in general litigation.
  • Experience in administrative law, and/or government regulation of private enterprise preferred.
  • Excellent legal reasoning and writing skills.
