Job summary

City of San Antonio is seeking an experienced analyst to oversee regulatory oversight and contract compliance for municipality-owned and franchise utilities. You will conduct research, prepare reports, and assist in negotiating agreements while ensuring proper service costs and rates across electric, gas, water, and wastewater utilities.

Primary duties include developing rate studies, analyzing cost of service allocations, and reviewing budgets and financial plans.

Qualifications

• Bachelor's Degree from an accredited college or university; Master's degree desirable.
• Three years of experience in Finance, Accounting, Utilities or Contract Review.

Responsibilities

• Reviews and assists in the development of rate studies for recommendations to the City Manager and City Council for setting electric, gas, water, and sewer rates.
• Analyzes cost of service studies and proper allocation of costs used in rate development for regulated utilities.
• Develops rate filing requirements and recommendations for rate setting standards for approval by City Manager and Council.
• Develops estimates of revenues to be generated from utility sources.
• Reviews and analyzes City-owned utility budgets and capital projects.
